Under the direction of the Director Corporate Services, the Finance Manager is responsible for overseeing the Agency's financial accounting and reporting systems, payroll preparation and administration, budget preparation, project management accounting, insurance and risk management, procurement and contract management, financial reporting and compliance with legislation and Ministry directives with respect to financial accountability.

RESPONSABILITIES:

  • Manage the Financial operations of the Agency, such as payroll, benefits, budget, accounts receivable and payable, banking, Finance department staff and other transactions
  • Report on Agency operations, developing and presenting financial reports and statistical data
  • Provide advice and guidance to Senior Leadership on matters of financial concern
  • Consult with the Senior Leadership and Management Teams regarding salary grids
  • Prepare monthly and quarterly reports for Senior Leadership and Board of Directors
  • Assist with the preparation of new and existing funding applications
  • Preparation of audit files and annual audited financial statements and liaise with the financial auditors
  • Prepare annual tax return, and semi-annual HST rebate filings
  • Establish and maintain financial policies and procedures for the Agency
  • Develop and implement staff recruitment, orientation, reintegration, succession planning and training for Finance department
  • Maintain Agency standards by providing input on critical problems, participating in decision-making affecting entire Agency, and formulating Agency stances on vital issues
  • Adhere to legislative requirements, policies and procedures, funding body criteria, and professional and Agency standards
  • Ensure compliance with purchasing and procurement policies of the Agency and any requirements of the government and funding bodies
  • Ensure appropriate contracts in place with service providers
  • Lead any competitive bid situations for the Agency from a process perspective
  • Contract outside services for auditing, banking, insurance, legal advice and other needs as necessary
  • Maintain knowledge of all financial and data collection requirements
  • Maintain knowledge of all Agency databases and software programs
  • Maintain professional and technical knowledge by pursuing professional development
  • Improve the quality of services by participating in various internal and external committees, advising and guiding the committee on agency operations, developing and presenting reports, and making recommendations to support committees in their role
  • Provide support to management's negotiating committee in collective bargaining

QUALIFICATIONS:

  • Completion of Bachelor or Master's Degree or Canadian equivalent in commerce, accounting or business
  • Minimum of 3 years' experience working as a CPA, with managerial work experience
  • Chartered Professional Accountant (CPA) designation required, with membership in good standing with the Chartered Professional Accountants of Ontario
  • Work in a computerized environment, knowledge of Excel, Word, Sage, Enterprise (time management software) and Payworks (payroll software)
  • Maintain sensitive and confidential information
  • Assess priorities, analyse and solve problems
  • Demonstrate organisational skills and ability to meet deadlines
  • Demonstrate the ability to develop a sound appreciation and knowledge of the Agency's functions and organizational structure
  • Ability to work collaboratively with other experienced professionals including school boards, colleagues of other health and social service agencies, local politicians, etc.
  • Ability to work independently
  • Possess strong verbal and written communication, preferably in both official languages
