HR Manager

Winnipeg, Manitoba

On behalf of our client, the Manitoba Government and General Employees' Union (MGEU), we are recruiting a Human Resources Manager to join their team. Working collaboratively with the Senior Leadership team, this role is responsible for leading and delivering all aspects of human resources services and strategy across the organization. This includes labour relations, staffing, organizational development, employee wellness, and training, as well as developing HR systems and policies that support a high-performing and equitable workplace.

MGEU is Manitoba's largest union, with a mission rooted in fairness, advocacy, and supporting the people who deliver public services across the province. The Human Resources Manager will help shape and uphold a positive workplace culture that reflects the values of the labour movement, while ensuring compliance with collective agreements and evolving HR best practices.

As the HR Manager, you will:

  • Lead the design and execution of MGEU's HR strategy, aligning programs and initiatives with organizational goals.
  • Serve as a trusted advisor to leadership on HR and employee matters, including complex labour relations issues, investigations, performance management, and dispute resolution.
  • Support two staff bargaining units through collective bargaining and regular labour-management meetings.
  • Develop, update, and maintain HR policies, practices, and programs—including compensation, benefits, return-to-work strategies, and performance management.
  • Manage attendance tracking and sick leave management processes, including meetings with employees and appropriate follow-up.
  • Oversee recruitment and onboarding processes and provide support on staffing, succession planning, and internal mobility.
  • Coordinate and promote staff development initiatives and training sessions, and support internal social and engagement events.
  • Lead and support organizational health and safety programs, return-to-work initiatives, and related committee work.
  • Promote equity, consistency, and fairness in all HR practices, fostering a positive and inclusive organizational culture.
  • Support the implementation and maintenance of internal HR systems and tracking metrics for evaluation and continuous improvement.

You and Your Experience:

  • A minimum of 5–10 years of progressive HR experience with a strong foundation in labour relations and working in unionized environments.
  • Education in Human Resources, Business Administration, Industrial Relations, or a related discipline; a combination of education and experience will be considered.
  • Proven ability to develop and lead effective labour relations strategies, including attendance management, investigations, and contract interpretation.
  • Exceptional written communication skills, with experience writing HR policies, job descriptions, employment letters, and internal communications.
  • Demonstrated emotional intelligence and interpersonal skills; approachable and trusted by both staff and leadership.
  • Organized, detail-oriented, and able to take initiative in moving HR projects forward and solving problems.
