HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.

The Recruitment Solutions department of HEABC is responsible for the implementation and management of several provincial programs that support the recruitment and retention of health professionals in British Columbia. Recruitment Solutions is home to the Practice Ready Assessment-British Columbia (PRA-BC) program that assesses internationally trained physicians for provisional licensure to work in communities across BC.

The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location, following a mandatory 90-day in-office training period) and will live within commuting distance of our Vancouver office.

OPPORTUNITY:
Reporting to the Program Manager, PRA-BC, and with a dotted line to the Clinical Director, the Consultant plays an important role in the PRA-BC program by providing expertise in medical registration and licensure, physician recruitment, member relations, and project management.

The Consultant manages the application and documentation processes for internationally educated and practicing physicians who are deemed eligible by the College of Physicians and Surgeons of British Columbia (CPSBC). The Consultant role is critical to the day-to-day operations of the PRA-BC program and is responsible for scenario-based planning and physician supply projections, including complex data tracking and statistical reporting. The ideal candidate will be a strong communicator with a demonstrated ability to think critically, solve complex problems, keep diligent records, and collect, and report statistical data.

Responsibilities include:
Screening candidates for licensure and application to the practice-ready competency assessment;
Supporting and tracking candidates throughout the screening, referral, selection and assessment stages of the program and preparing all related documentation and correspondence; and
Overseeing social media campaigns and website development. A high level of web literacy is an asset.

Required Knowledge and Experience:

Bachelors degree in Business Administration, Medical/Life Sciences, Social Services or related discipline.
A minimum five (5) years of recent, related experience in the health care sector.
Experience providing expertise in medical registration and licensure, immigration, physician recruitment, analysis and problem solving, or an equivalent combination of education, training and experience.
Excellent written and verbal communication skills.
Superior customer service skills.
Demonstrated ability to provide strategic consultative advice, solve problems and facilitate resolutions within unclear guidelines and established frameworks.
Ability to conduct research, write reports and make formal presentations.
Ability to work independently and effectively under time pressure to balance work priorities and meet deadlines.
Intermediate to advanced computer literacy skills (Microsoft Office Suite).
Advanced skills in database development, management, and statistical analyses considered an asset.

In determining salary, HEABC considers many factors including the successful candidates skillset and experience, as well as internal equity. The final salary offer will be at HEABCs sole discretion and presented as part of a competitive total compensation package.
