Responsibilities:
Data and Systems Analysis:

• Lead the elicitation, analysis, and documentation of data and system requirements.
• Develop core data analysis artifacts.
• Data Requirements Documents (DRD).
• System Requirements Documents (SRD).
• Data Models (ERD, UML, Data Flow Diagrams, etc.).
• Use Cases and User Stories with well-defined acceptance criteria.
• Analyze business challenges and recommend strategic technology solutions.
• Data analysis and mapping.
• Extract data from databases via querying languages such as SQL and LINQ.

Business and Requirements Analysis:

• Lead the elicitation, analysis, and documentation of business and functional requirements.
• Develop core business analysis artifacts.
• Business Requirements Documents (BRD).
• Functional Requirements Documents (FRD).
• Process Models (BPMN, UML, Data Flow Diagrams, Swimlane Diagrams, etc.).
• Use Cases and User Stories with well-defined acceptance criteria.
• Analyze business challenges and recommend strategic technology solutions.

Stakeholder Engagement and Communication:

• Act as the bridge between business units, IT teams, and external vendors.
• Facilitate requirements workshops, Joint Application Development (JAD) sessions, and stakeholder interviews.
• Collaborate with Product Owners, Project Managers, Developers, and QA teams to ensure clarity in requirements.
• Present findings, reports, and recommendations to executive leadership and senior stakeholders.

Systems Optimization and Digital Transformation:

• Conduct systems analysis and optimization to improve business efficiency.
• Identify opportunities for automation and digital transformation.
• Lead systems re-engineering initiatives, ensuring alignment with organizational goals.
• Support implementation of data-driven decision-making strategies using analytics.

Agile and Project Support:

• Work within Agile (Scrum/Kanban) and Waterfall project environments, applying appropriate data analysis and business analysis techniques.
• Support Product Owners in backlog refinement, prioritization, and roadmap planning.
• Collaborate with IT teams to ensure that data and business requirements are properly translated into technical specifications.

Business Readiness and Change Management:

• Ensure that business stakeholders are prepared for new processes, systems, or automation initiatives.
• Work closely with Product Owners and Project Managers to align business expectations and minimize resistance to change.
• Provide documentation and knowledge transfer to support smooth transitions and long-term sustainability.

Experience and Skill Set Requirements:

• 7+ years of experience as a Business Analyst in IT projects.
• Government experience is preferred.
• Strong expertise in data and business modeling (ERD, BPMN, UML, data flow diagrams, process mapping, etc.).
• Proficiency in data and business analysis tools.
• JIRA, Confluence, Azure DevOps (for requirements and project tracking).
• Visio, Lucidchart, MIRO (for process modeling and workflow documentation).
• SharePoint, MS Teams (for collaboration).
• Experience in systems re-engineering, workflow optimization, and automation.
• Ability to work in Agile (Scrum, Kanban) and Waterfall environments.
• Experience composing Data Requirements Documents (DRD) or System Requirements Documents (SRD).
• Creation of Data Models (ERD, UML, Data Flow Diagrams, etc.).
• Experience with extract data from databases via querying languages such as SQL and LINQ.
