To get a better understanding of Mitacs and read more about our values please visit ourwebsite Vice President, Policy, Program Development & Government Relations Position Overview The VP, Policy, Program Development, and Government Relations (VP) will serve as a vital catalyst in building an integrated team to include programs, government relations, policy, and evaluation, supporting the increased profile, growth, and visibility of Mitacs while aligning with organizational mandate and priorities. Working collaboratively across all levels and teams, the VP monitors and evaluates trends related to innovation policy and ensures that programs remain relevant to Canadas innovation needs by reflecting the thought leadership on future skills and talent. The VP will also build risk and evaluation frameworks that support evidence-based decision making as well as clearly define success metrics to measure against program goals. This role reports to the Chief Executive Officer. Leadership & StrategyChampion the One Mitacs approach by fostering cross-functional alignment across departments to advance unified strategic outcomes.Create an integrated policy, programs, government relations, and evaluation team that synthesizes internal and external intelligence to develop meaningful goals and strategiesProvide leadership, direction, and management of policy, programs, government relations, and evaluation teams ensuring alignment with Mitacss strategic goals.Lead strategic planning and operational discussions, ensuring optimal use of resources within programs, policy, government relations, and evaluation teamsEmpowers the team to deliver on organizational priorities through coaching, mentoring, effective performance management, creating a psychologically safe, collaborative, and supportive work environment, as well as clear communication of goals and priorities.Review quarterly financial reports, ensuring budgetary alignment and addressing financial variances in collaboration with the finance team.Develop cost-benefit analyses for new programs and partnerships, ensuring financial sustainability and ROI. Policy, Program Development & EvaluationContribute to policy development and discussions internally and externally to advance Mitacss approach to program evaluation and performance measurement.Works with key stakeholders to stay abreast of innovation, research, and work-integrated-learning trends that will shape and inform user experience and connects policy development to program designWork in collaboration with the Mitacs Executive Committee to evaluate, prioritize, and filter new program opportunitiesDesign new and relevant programming, aligned with organizational mandate and national innovation priorities and ensuring a structured approach to testing and scaling new programs.Lead the collection and synthesis of data from clients and users to inform future programmingWork closely with key departments to ensure data on key outcomes and impacts is collected, analyzed, and integrated into strategic decision-making.Use a range of tools, approaches, and methodologies to ensure efficient and effective data collection, retrieval and reporting across all program areas.Oversee economic impact assessments to measure the value and contribution of Mitacss programs to the Canadian innovation ecosystem and provide regular impact reports that demonstrate the return-on-investment for the Mitacs Executive Committee, CEO, Board, and funders. Government RelationsDevelop and execute Mitacss government relations strategy to advocate for funding, policies, and programs that support the Canadian innovation ecosystem.Establish and maintain strong relationships with federal and provincial policymakers, officials, and key stakeholders.Lead and support federal and provincial funding negotiations, ensuring Mitacs remains a key player in Canadas innovation landscape.Align Mitacs's external engagements with national and regional economic and innovation priorities, ensuring a clear and compelling value proposition.Provide government intelligence and analysis to support annual and long-term strategic planning, using data-driven insights from economic, political, and market trends.Support the development, implementation, and compliance of government-funded programs, ensuring effective contract negotiation and reporting.Oversee the planning and execution of high-level meetings, policy forums, and government delegation events to strengthen Mitacss public policy influence. Key Competencies & QualificationsA relevant undergraduate and post-graduate degree or commensurate experience in public policy analysis, program development, and government relations. A profound understanding of Canadian government priorities and decision-making processes with more than 10+ years running successful programs and conducting policy analysis, including the same years of experience with coaching, mentoring, and leading diverse teams to achieve strategic goals.A track record in identifying and developing successful vision and strategy on programming, policies, and evaluation aligned to organizational mandateDemonstrated experience of change management, ideally related to building out new function and structure at enterprise-wide levelSolid understanding of how to define and develop key performance metrics to demonstrate resultsAbility to balance long term strategy with everyday operational priorities and to proactively drive new initiatives or re-focus prioritiesAbility to engage others, build consensus and create momentum combined with strong internal and external communicator who conveys complex information clearlyBilingualism in English and French is an assetKnowledge of written and spoken English is required in this role as you will interact with colleagues, clients and stakeholders located across Canada Hiring Range: $160,000- $190,000 Hiring and Salary Range Transparency Typically, employees are hired, transferred, or promoted within the salary range, specifically between the minimum and midpoint in the hiring range.
