Our team includes folks who are skilled in science, cultural heritage, planning, and regulatory fields who work alongside First Nation, Mtis, and Inuit Nations across Canada. We support Indigenous Nations with technical guidance, regulatory advice, peer reviews, planning, and negotiation strategies related to major resource development projects. At the heart of our work is a commitment to braiding Indigenous Knowledge with Western science to advance our clients' goals of prosperity, stewardship, and self-determination.

We are seeking an Intermediate Consultant specializing in Indigenous Data Sovereignty to join our team. This role is ideal for someone with a deep understanding of Indigenous rights, data governance and management, and Indigenous Knowledge systems, who is passionate about advancing self-determined data strategies with Indigenous Nations and organizations. The successful candidate will support on a range of projects, including the development of culturally grounded data governance policies, strategic planning, and capacity development initiatives related to Indigenous data sovereignty.

This position offers the opportunity to work collaboratively with Indigenous partners across Turtle Island and contribute to transforming data relationships through community-led, rights-based, and strengths-based approaches.

Responsibilities:

Policy Development and Research

  • Contribute to the development of policies, strategies, and frameworks grounded in Indigenous data sovereignty principles.
  • Conduct research and writing on legislation, data governance models, OCAP, CARE Principles, and Indigenous Knowledge protection.
  • Support the creation of toolkits, guides, and educational resources for Indigenous data governance.

Advisory and Support to Indigenous Nations

  • Collaborate with Indigenous Nations and organizations to design and implement data sovereignty projects that reflect their governance systems, protocols, and priorities.
  • Provide strategic and technical advisory services in areas such as data access, management, protection, and sharing.
  • Facilitate community engagement sessions and co-development processes to ensure culturally appropriate and community-informed outcomes.

Capacity Development and Training

  • Design and deliver workshops, training sessions, and knowledge-sharing initiatives on topics related to Indigenous data governance and management.
  • Support the development of long-term capacity within Indigenous communities and organizations, including mentorship and knowledge transfer.
  • Identify and promote digital tools, systems, and technologies that align with Indigenous data sovereignty values.

Collaboration and Knowledge Sharing

  • Work in close collaboration with cross-disciplinary teams (e.g., GIS, impact assessment, environmental science) to integrate data sovereignty into broader project contexts.
  • Build and maintain strong relationships with Indigenous leadership, youth, Elders, and knowledge holders.
  • Represent the organization in external engagements, panels, and conferences focused on Indigenous data governance and digital rights.

Qualifications and Experience:

  • 4-6 years of experience
  • Demonstrated experience working in partnership with Indigenous Nations or organizations on issues related to data, governance, or policy.
  • Deep knowledge of Indigenous data sovereignty, including frameworks such as OCAP, CARE, and Indigenous laws and protocols.
  • Proven experience in policy writing, community-based research, or legal/political analysis.
  • Experience facilitating workshops and capacity-building activities.
  • Strong understanding of data governance systems, digital infrastructure, and emerging technologies is an asset.
  • Excellent writing, communication, and interpersonal skills.
  • Ability to travel occasionally for in-person engagement, when safe and appropriate.
  • Awareness of data and communication security and confidentiality.
  • Experience with Indigenous law and governance, UNDRIP, FPIC, shared decision-making, etc is an asset.
