Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.
Reporting to the Senior Vice President, Operations & Chief Services Officer (and in the interim to the Director, Privacy and Data Management) the Manager, Risk & Compliance is responsible for developing, implementing, maintaining, and enhancing the Enterprise and Operational Risk Management and Compliance framework and activities across the organization.
Primary Duties
Enterprise and Operational Risk Management
- Lead the implementation and continuous enhancement of a robust Enterprise Risk management (ERM) framework that aligns with corporate strategy, regulatory and contractual requirements, and business operations.
- Oversee enterprise-wide processes for risk identification, assessment, measurement, monitoring, and reporting, supporting informed decision-making across all departments.
- Act as system administrator and subject matter expert for Governance, Risk & Compliance (GRC) platforms and tools.
- Establish and maintain risk appetite statements, tolerance thresholds, and Key Risk Indicators (KRIs), and ensure alignment with board and executive expectations.
- Serve as Business Resilience Program (BRP) coordinator including overseeing readiness, planning and testing, response capability, and documentation preparation and drafting.
- Provide risk oversight and advisory support for enterprise projects and transformation initiatives to support risk identification, assessment, and mitigation ,
- Collaborate with project managers and PMOs to integrate risk assessment into project planning, procurement, execution, and benefits realization phases.
- Facilitate project risk workshops
- Maintain a centralized project risk register with escalation protocols for high-impact risks
- Report on aggregate project risk exposure to executive leadership and track remediation plans for critical project risks
- Coordinate and support internal and external audits related to risk management, operational controls, and compliance
- Coordinate and monitor responses to audit recommendations to ensure timeline remediation including reporting to senior management and risk committees on resolution status
- Maintain an effective internal control framework and regularly assess its effectiveness
- Advise executive leadership, risk committees, and the Board on emerging risk trends, regulatory updates, industry benchmarks, and enterprise exposures.
- Ensure ownership and accountability of risks across the organization through clear roles, responsibilities, and education
- Champion a culture of risk awareness and continuous improvement by embedding risk considerations into business-as-usual processes and decision frameworks.
- Conduct thematic risk reviews to identify systemic vulnerabilities and cross-functional risks.
- Develop and maintain risk dashboards and reports for senior leadership and the Board.
- Oversee regulatory compliance efforts related to enterprise risk, operational risk, and business continuity, ensuring alignment with industry standards frameworks.
- Lead risk scenario analysis and stress testing to evaluate impact and readiness under various adverse conditions.
- Develop and deliver training programs that build risk capabilities across the enterprise.
- Facilitate engagement with key impacted parties, including internal business units, external partners, and vendors to strengthen risk posture.
- Promote a proactive risk culture through awareness campaigns, workshops, and communications tailored to business needs.
- Other duties as assigned.
- Bachelor's degree preferably in Business, Finance, Law, Risk Management, or a related field.
- Formal Risk Management certification
- 5 to 8 years' experience in enterprise risk and/or operational risk management, ideally in healthcare, or in the financial services/insurance industry
- Project or program management experience
- Experience in supporting the business to formulate and monitor the risk appetite and risk tolerances.
- Experience interacting with and influencing all levels of leaders.
- A combination of education and experience may be considered.
- Strong working knowledge of risk management regulations, guidelines and best practices.
- Advanced analytical, problem-solving, and stakeholder engagement capabilities.
- Excellent verbal and written communication skills for reporting to executives and boards
- Strong business acumen and ability to relate risks to business strategy and tactics.
- Ability to effectively communicate and convey ERM related concepts in a concise, coherent and accurate manner to various business units and levels of management
- Excellent analytical, problem-solving and report writing skills
- Strong leadership, communication, influencing and collaboration skills
- Ability to apply practical judgment
- Intermediate to advanced knowledge of EXCEL
We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $93,900 - $140,900 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
