The Opportunity:
  • This is a procurement for one (1) Developer Level 3 as further described in the Requisition, to work on the ELMSD technology projects.
Project Context:
  • ELMSD is implementing a series of technology related projects during the Fiscal Year 2025-2026.
  • ELMSD requires one (1) Developer Level 3 to provide development support to ELMSD personnel involved in WorkBC business modernization development.
  • The Project focuses on enhancing, integrating, and optimizing systems to improve service delivery in WorkBC.
  • It involves close collaboration with ELMSD personnel and other ministry partners to ensure development efforts align with business requirements and best practices in software development.
Background:
  • ELMSD is accountable for the maintenance and improvement of the information technology or information technology systems used by the Ministry and contractors in providing WorkBC services and supports to clients.
  • These include the following core suite of applications: the Integrated Case Management System (ICM Seibel), Online Employment Services (.Net), WorkBC Mobile App (React), Business Intelligence Portal (IBM Cognos Analytics), and the Contract and Financial Management System (.Net). ELMSD is implementing a series of technology related projects to modernize WorkBC s systems and analytics platforms over the upcoming years, which will include expansion of existing solutions in BC Government s OpenShift environment, use SiteMinder and Keycloak authentication, requiring both front and backend development.
  • The team endeavours to expand their DevOps pipelines, while applying agile development practices, and solution management via Github.
Scope:
  • The anticipated term of this opportunity is from April 1, 2025, to March 31, 2026, with an option to extend for up to two (2) additional one-year terms at the sole discretion of the Ministry.
  • All proposed candidates must be available to start by April 1, 2025.
  • The services under the Contract may be provided remotely.
  • No travel is required.
  • Research, design, build, testing and implementation of custom development solutions.
  • Collaboration with development team and other IT and business area staff for ELMSD initiatives.
  • Support improvements to the WorkBC Mobile App and OpenShift custom solutions.
  • Technical stewardship and custom development solution architecture.
  • Testing and development of ELMSD s automated development pipelines.
  • Writing high-quality code to program complete applications on schedule.
  • Documentation of solutions via ELMSD Github repository.
  • Knowledge transfer to operationalize custom solutions.
Service Requirements:
  • Services to the Contract will include each of the following terms and conditions:
  • The candidate s responsibilities will include the following:
  • Development of front-end (user interface) or back-end (database) enterprise solutions on a variety of platforms using mobile-first and test-driven design processes.
  • Assists in database development projects, providing input to design and implementation of data warehouse architecture.
  • Researches appropriate development tools and database configurations for applications.
  • Designs, codes, updates, and maintains ministry specific applications, recommends, and implements technology and configuration upgrades and conversions.
  • Assists with implementation of DevOps, repeatable automated processes for building applications, testing, documenting, and deploying at scales.
  • Interprets sprint requirements and underlying infrastructure applications, systems, and processes, and recommends improvements to system design plan.
  • Assists with technical stewardship and custom development solution architecture.
  • Assists the ELMSD Technical Lead and Manager, Business Modernization to provide senior leaders and the organization with effective management of ELMSD s custom solutions and OpenShift environment.
  • Assists in the implementation of the Project Management Institute s Disciplined Agile scrum methodology for ELMSD personnel involved in WorkBC business modernization development, as required.
  • Engages with the technical staff of the Ministry s Information Services Division and other Ministry contracted IM/IT vendors to ensure effective solution functionality and interoperability across boundary systems.
  • As and when required, assists Ministry business analysts to complete:
  • User experience design artifacts and/or technical diagrams;
  • Supporting design, build and test activities
  • Backlog management
Candidate Qualifications:
  • The Developer Level 3 is required to have the following skills and experience:
  • An undergraduate degree in computer science.
  • Recent developer experience (last 6 months).
  • Recent experience using agile development methodologies with Atlassian JIRA (last 6 months).
  • A minimum of four (4) years experience in a developer role.
  • Proficiency in the following activities, demonstrated through code and writing samples:
  • Programing, testing, and otherwise supporting the development and maintenance of systems.
  • Translating software specifications into code.
  • Documenting technical work.
  • Developing technical reference materials.
  • Supporting provision of post implementation maintenance services through liaison with business analysts and clients.
  • In addition to the skills and experience set out above, the proposed candidate should demonstrate the following additional skills, experience or qualifications:
  • minimum of four (4) years experience developing and maintaining solutions in an OpenShift development platform.
  • Mobile App development and support (React and MongoDB); and
