Must Haves:

  • Develop Performance Measurement Framework and Metrics: Create a cohesive performance measurement and reporting framework through comprehensive consultations and collaboration with stakeholders across DO business areas. This process will involve designing, refining, and validating key performance indicators (KPIs) to accurately reflect their business objectives and ensure alignment with the Playbook.
  • Design, Implement and Monitor Reporting Tools: Create and deploy user-friendly reporting tools such as dashboards tailored to the diverse needs of DO's business units and the Playbook. Ensure integration with existing systems and establish protocols for ongoing monitoring and optimization of reporting processes.
  • With expertise in data analysis, visualization, and interpretation, tools such as dashboards and an organization-wide approach and framework to performance measurement, the Business Intelligence and Analytics resource will drive innovation, enhance agility and the ability to respond to changing internal and external dynamics, strengthening alignment with the Playbook and positioning DO to continue to lead, connect and inspire within the industry.
  • Facilitate Data-Driven Decisions: Utilize analytics techniques to derive and share actionable insights with the DO Executive Management Team. Provide guidance on interpreting data trends and patterns to empower decision-makers across the organization to make data-informed choices aligned with strategic priorities outlined in the Playbook.

Description

Ontario Tourism Marketing Partnership Corporation (operating as Destination Ontario) would like to engage the People Placement Service to procure a resource that can help our President & CEO's Office in establishing and implementing standardized measurement and reporting systems and tools. Their core responsibilities will include collecting data from teams, analyzing data, deriving insights, and presenting information in a clear and visually engaging reporting manner to facilitate data-driven decisions and strategic evaluations.

Services/Deliverables:

  • The Business Intelligence and Analytics resource deliverables are outcomes and outputs that they provide to the organization. Deliverables may include:

  • Design, Implement and Monitor Reporting Tools: Create and deploy user-friendly reporting tools such as dashboards tailored to the diverse needs of DO's business units and the Playbook.   • Subject Matter Expertise: Provide specialized knowledge and guidance on best practices and emerging trends in business intelligence and analytics. Serve as a resource for DO teams, offering support in implementing analytics techniques, optimizing reporting processes, and leveraging data for strategic decision-making.
  • Defining and implementing a service excellence approach including monitoring of service levels, establishing performance standards and guidelines, improving operational efficiencies to achieve cost reductions, increasing productivity through better use of skills and experience, and improving communications in a changing work environment.

Responsibilities

  • Supports Client's wide-ranging business information requirements, implementing and supporting business intelligence software solutions.
  • Develops and supports customized query applications which analyze key business data.
  • Develops and supports guided analysis and drill-down functionality, routine scheduling and notification of report generation, and effective implementation of "opportunity" and "key-trend" alerts.
  • Provides Clients with approach options and tools for managing business-related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.

General Skills

  • Business metrics services are the interaction of people, processes and technologies required to formally identify, quantify, and qualify metrics associated with business processes as required to establish baseline performance and to substantiate performance improvements.

Business metrics services may include:

  • Identifying metrics measurement tools associated with specific initiatives to establish tangible outcomes (e.g. transactions processed) or activities (services available) and provide a comprehensive, quantifiable profile of the initiative's effectiveness;
  • Identifying the measurement criteria associated with the factor (e.g. response times, cost, established norms) for each component of a specific metrics package;
  • Establishing the measurement process associated with each factor for each component of a specific metrics package;
  • Performing the measurement at key stages in the initiative to determine the initial baseline performance and performance at key milestones throughout a project (e.g. delivery of a pilot project, or quality assurance testing) for each component in a specific metrics package;
  • Analyzing resulting data to identify operational or program improvements, which could enhance overall effectiveness of the initiative;
  • Generating reports based on the metrics required in supporting the development of a specific contract or agreement; or
  • Defining and implementing a service excellence approach including monitoring of service levels, establishing performance standards and guidelines, improving operational efficiencies to achieve cost reductions, increasing productivity through better use of skills and experience, and improving communications in a changing work environment.
  • Measurement of performance and related metrics are viewed as important factors in assessing the quality and effectiveness of a wide range of initiatives. Specifically, metrics associated with pre/post-service improvement initiatives are required in program areas where the ability to substantiate tangible benefits can have a significant business impact on value and performance management decisions. Performance management services are important on three levels: for the entire organization; for teams within the organization; and for individuals within the organization.
  • Experience with analyzing data in source systems to identify data cleanliness issues (e.g. missing values, duplicate meanings, and invalid data)
  • Experience with developing data extraction, transformation, and load programs (daily and initial load) functionality on a wide-range of data repositories (relational and multi- dimensional data stores)
  • Experience with developing monitoring and error notification processes to ensure data is updated as designed
  • Experience with developing automation extraction, cleansing and load scripts
  • Experience generating research models and reports (scheduled and ad-hoc)
  • Proven troubleshooting and analytical experience
  • Experience in the use of development tools and business re-engineering software
  • Experience in developing enterprise architecture deliverables (e.g. business, logical, and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines
  • Experience in Marketing and/or Tourism sector in a Business Intelligence Specialist role.

Desirable Skills

  • The skillsets possessed by a Business Intelligence and Analytics resource would include strong knowledge of and experience with reporting packages, databases (such as SQL), programming languages (such as XML, JavaScript, or ETL frameworks), proficiency in using BI technologies and software such as Tableau and PowerBI, and experience establishing and monitoring performance metrics. These skillsets are currently gaps within DO's skills inventory and pose a heightened risk for missed opportunities in the implementation of the Playbook, suboptimal decision-making, and the inability to respond to changing market dynamics, ultimately leading to lagging behind the industry. This is contrary to the vision, mission and values of Destination Ontario and underscores the need and opportunity to mitigate the above-noted risks by investing in a temporary resource to build the foundation and future of a business intelligence and analytics practice at DO.
  • Knowledge and experience in developing data analysis applications
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Ability to provide expert advice in developing and integrating process and information models to enable identifying and eliminating redundant business processes.
  • Experience with developing monitoring and error notification processes to ensure data is updated as designed
  • Hands on experience working with stakeholders to develop and document interface specifications design between Business Intelligence solutions and external applications
  • Extensive experience with conceptual, logical and physical data modelling tools like Power Designer, and Visio.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
  • Experience in Marketing and/or Tourism in Business Intelligence (Intermediate) capacity is an asset
  • Public Sector experience would be desirable.
