Position Purpose

Responsible for providing leadership of staff; planning and supervising maintenance activities and infrastructure replacement activities in the water distribution system and wastewater collection system and stormwater management system; providing technical support for infrastructure construction activities and replacement activities; coordination and monitoring of the Water/Wastewater Operations Division staff. Minimum Qualifications

  • Completion of Grade 12, or equivalent.
  • Possession of a MECP Water Distribution Certificate Systems Class II, and MECP Wastewater Collection Systems Licence Class II in compliance with O. Reg. 128/04, and O. Reg. 129/04
  • Minimum Six (6) years of experience in a wide range of functional areas, including Water and Wastewater Systems, Planning, Engineering, Development and Public Works, preferably in a municipal environment.
  • Previous supervisory experience in a unionized environment, with the ability to handle employee and labour relations issues.
  • Possess a valid Province of Ontario Class “G” Driver's license.
  • MTO Issued Driver's Abstract in good standing required to operate Corporate vehicles.
  • Police Vulnerable Sector Check, deemed as satisfactory by the Town.

Position Summary

Responsible for providing leadership of staff; planning and supervising maintenance activities and infrastructure replacement activities in the water distribution system and wastewater collection system and stormwater management system; providing technical support for infrastructure construction activities and replacement activities; coordination and monitoring of the Water/Wastewater Operations Division staff.

Responsibilities

Regulatory

  • Ensures compliance with the Safe Drinking Water Act, Environmental Protection Act, Ontario Water Resources Act and all Regulations under those Acts and/or other legislation that may be enacted from time to time.
  • Ensures all operations of the Drinking Water System are conducted in compliance with Regulation 170/03 as may be amended.
  • Ensures all operations of the Drinking Water System are conducted in compliance with Regulation the Town of Georgina Drinking Water Quality Management System, and Approved Standard Operating Procedures (SOPs) and Policies.
  • Responsible for all duties as the designated Overall Responsible Operator (ORO) for the water and wastewater systems, and is assigned overall operational responsibility for the systems by Top Management of the Corporation, and as described by the Ontario Ministry of the Environment, Conservation and Parks (MECP) O.Reg. 128/04 and O.Reg 129/04.
  • Ensures adherence to Town policies and procedures.
  • Ensures compliance of the Occupational Health and Safety Act and other applicable legislation
  • Enforces the Town's Health and Safety Program, procedures and best practices.
  • Implements, conducts, and ensures due diligence of all health and safety matters including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards.
  • Adhere to the requirement of Inter-municipal Agreement including the Asset Ownership Agreement with the Regional Municipality of York.
  • Ensure that the Town's activities are compliant with all relevant sewer/storm federal, provincial, and municipal regulatory requirements by providing technical and regulatory expertise and maintaining current knowledge.

Operational and Supervisory

  • Oversees the operation, maintenance and record keeping for water booster stations, watermain and appurtenances, sewage pumping stations and sanitary sewers.
  • Supervises, oversees and/or directs activities of divisional staff including planning and scheduling daily activities, training and safety, performance evaluation review, discipline, and hiring/ promotion/ transfer/ termination decisions.
  • Provides technical support during the installation and acceptance of water and wastewater facilities in new developments and capital work projects for infrastructure replacement
  • Develops and schedules the preventative maintenance programs for the water and wastewater systems including, but not limited to: watermain flushing, station inspections, standby power, hydrant winterization, ejector pumps, backflow preventors, electrical inspections, sewer-flushing, , and wet well cleaning.
  • Ensures the day-to-day scheduling is managed maintaining best practices for organization, co-ordination and monitoring the work of staff.
  • Ensures booster and pumping stations are properly operated, maintained and repaired.
  • Maintains Work Orders and other record keeping tools on all installations, maintenance, repairs, etc. using the Town's work management systems, maintenance management and Customer Relationship Management systems, and records keeping systems
  • Ensures adherence to asset management principles and Town's best management practices for ensuring water, wastewater and stormwater assets perform as they were designed to perform.
  • Supervises fire flow tests and provides information to consulting engineers and insurers for the purpose of designing fire protection designs.
  • Responds to enquiries and/or resolves complaints from the general public, staff, contactors and other levels of government regarding the water and sewage systems.

Administrative

  • Ensure adherence to the administrative and financial procedures (e.g. Procurement Policies and Procedures, Timesheet Records, etc.
  • Review and ensure accuracy of invoices from contractors and service providers.
  • Prepare scope of work and procurement documentation for management review.
  • Perform contract management activities as it pertains to the Division's service providers and capital improvement projects.

Staff Development

  • Provides regular and constructive feedback to staff on performance; recognizes achievements and provides individualized support.
  • In Coordination with the Manager and Human Resources staff, develops and maintains a comprehensive Training Program for Licenced Operators.
  • Assists and provides support for staff training, in accordance with legislative requirements/staff development and maintains current records on training ensuring that all work is carried out in accordance with the requirements of the Occupational Health and Safety Act and/or other regulatory requirements including entry to and retrieval from confined spaces.
  • Provides regular On-the-Job “Job Training” for Licence Operators and ensures records are kept of those activities.

Coordination

  • Attend and participate in management meetings.
  • Liaises with contractors providing municipal infrastructure, provides technical assistance, and conducts the inspection of same for acceptance and assumption by the Town.
  • Liaise and coordinate with other Town's Departments and Region of York working groups as necessary and as it pertains to the planning, operation and maintenance of water and wastewater systems and the stormwater management systems.

Minimum Qualifications

Education and Training:

  • Completion of Grade 12, or equivalent.
  • Possession of a MECP Water Distribution Certificate Systems Class II, and MECP Wastewater Collection Systems Licence Class II in compliance with O. Reg. 128/04, and O. Reg. 129/04
  • Post-secondary education or equivalent experience in Civil Engineering, considered an asset.
  • CET or C. Tech designation considered an asset.
  • Valid Class G Drivers Licence.

Experience:

  • Minimum Six (6) years of experience in a wide range of functional areas, including Water and Wastewater Systems, Planning, Engineering, Development and Public Works, preferably in a municipal environment.
  • Previous supervisory experience in a unionized environment, with the ability to handle employee and labour relations issues.

Knowledge:

  • Experience utilizing computer and various software applications, including work management systems, SCADA, database programs and MS Office (Word, Excel).
  • Thorough working knowledge of municipal water and wastewater operations.
  • Working Knowledge of work management systems and electronic record keeping systems.
  • Understanding and knowledge of the Occupational Health and Safety Act, including knowledge of Ontario Water Resources Act (OWRA), Environmental Protection Act (EPA), and other relevant legislation governing Water and Wastewater Operations in the Province of Ontario.

Competencies:

  • Excellent interpersonal, customer service and written/verbal communications skills, analytical, problem solving, organizational and supervisory skills are required.
  • Ability to complete projects, research issues, assist is writing by-laws, policies, procedures, agreements and guidelines, training and mentoring employees.
  • Experience in preventative and corrective maintenance management program development, sustainment and improvement; Experience in planning, scheduling and coordinating work activities.
  • Possess a valid Province of Ontario Class “G” Driver's license.
  • MTO Issued Driver's Abstract in good standing required to operate Corporate vehicles.
  • Police Vulnerable Sector Check, deemed as satisfactory by the Town.
  • Availability to work weekends and/or evenings to respond to emergencies.
