DUTIES:
Reporting to the Environmental Services Manager, this position ensures the efficient and cost effective provision of all waste collection and sanitation services as scheduled including residential and commercial garbage, recycling and yard waste collection services, containerized collection services, street sanitation and Public Drop Off operations. Other key duties are as follows: Ensures appropriate planning, scheduling, and monitoring and staff supervision; Gives direction to supervisors with regard to work assignments, methods and procedures, work project reviews, origin and availability of material, equipment and other resources; Evaluates and recommends changes to work procedures to enhance productivity and cost effectiveness; Ensures timely tendering, review and recommending of contracts required; Ensures the monitoring and administration of awarded contracts or ongoing projects within the approved budget; Provide accurate records for measurement, control and payment; Responds to customer service requests and complaints from the general public; Ensures daily equipment requirements are met; Coordinates, monitors and schedules equipment repairs; Assists in the development of new equipment and replacement equipment specifications; Assists in the preparation and control of annual budgets and organization goals and objectives; Supervises assigned staff including recruitment, scheduling, discipline and ongoing lost time and performance reviews; Coordinates training and development for all staff within the division; Informs management of significant developments including review of major projects and long-term plans for waste management services; Research and prepare reports and correspondence; Monitors payroll and PeopleSoft entries; Member of the Joint Health and Safety Committee; Replaces supervisors as required; Responsible for managing the division's WSIB claims; Prepare and analyze statistical data for Ontario Municipal Benchmarking Initiative; Liaison with Essex-Windsor Solid Waste Authority on all operational issues; Maintain public relations with local business associations and special interest groups. Will be required to travel to off-site locations. Will perform Occupational Health and Safety duties as outlined in the Corporate Health & Safety program. Will perform other related duties as assigned.

QUALIFICATIONS:

  • Must have a Master's degree in Environmental Studies, Science, Business or related field, or Ontario Ministry of Education equivalencies, and a minimum of two (2) years experience in an operations/technical environment;
  • OR Must have a University degree in Environmental Studies, Science, Business or related field, or Ontario Ministry of Education equivalencies, and a minimum of four (4) years experience in an operations/technical environment;
  • OR Must have a Community College Diploma in Environmental Studies, Science, Business or related field, or Ontario Ministry of Education equivalencies, and a minimum of six (6) years experience in an operations/technical environment;
  • OR Must have an Ontario Secondary School Graduation Diploma, plus one (1) year post secondary courses in Environmental Studies, Science, Business or related field, or Ontario Ministry of Education equivalencies, and over ten (10) years experience in an operations/technical environment;
  • Must hold and maintain a current valid and lawful Class ‘G' Driver's Licence in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver's abstract as a condition of employment;
  • Must have progressively responsible municipal or related experience in waste management and street sanitation management programs;
  • Must have proven experience in contract administration, budget control and monitoring and personnel supervision, in a computerized and unionized environment;
  • Must have proven technical, communication and interpersonal skills;
  • Must have thorough knowledge of appropriate safety, labour and construction acts and codes, and other relevant legislation;
  • Must have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
  • Certification in Health and Safety would be considered an asset;
  • The physical demands analysis associated with this job indicates a limited/sedentary level of work.
