HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.

The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office. The successful candidate must be fully vaccinated against COVID-19; proof of Vaccination is required.

OPPORTUNITY:

Reporting to the Chief Financial Officer (CFO), the Director, Financial Services and Controller provides strategic organizational leadership, planning, decision support and senior level expertise in the financial operations of the Health Employer's Association of BC's (HEABC) Finance Team. The Director, Financial Services and Controller is a key member of the HEABC management team and provides strategic financial and budget planning advice to leaders within the organization.

This position leads and directs the organization-wide accounting and budgeting functions including financial policy development and implementation, financial processing (AP/AR/Payroll), treasury services, operating and capital budget development, external and internal reporting, taxes, audit and compliance for HEABC. This position is responsible for leading all custodial and stewardship functions with regard to safekeeping HEABC assets, including ensuring proper internal and fraud prevention controls are in place and approved financial policies comply with all legal and statutory requirements and are implemented and followed across HEABC.

Required Experience & Knowledge:

Chartered Professional Accountant (CPA) designation, preferably combined with a Certified Fraud Examiner (CFE) designation and/or Certified Internal Auditor (CIA) designation, and ten (10) years of relevant experience in a position with increasing leadership responsibility, including experience with Public Sector Accounting Standards, policy development, internal control procedures, and strategic planning, systems design and development, and change management.

  • In depth knowledge of Public Sector Accounting Standards and Canadian generally accepted accounting principles, practices and auditing standards, internal controls, contract management and management accounting concepts.
  • Demonstrated leadership and managerial ability, and advanced knowledge of leadership principles to enable HEABC to move forward and engage people in the organization's long-term vision.
  • Proven ability to design, implement and manage complex planning, reporting and business processes.
  • Superior presentation skills including the ability to comprehend complex issues and present information in concise meaningful ways.
  • Superior communication skills including an ability to facilitate negotiate and persuade others.

Salary Range: $137,035 to $179,858

Typical Hiring Range: $137,035 to $171,294

In determining salary, HEABC considers many factors including the successful candidate's skillset and experience, as well as internal equity. The final salary offer will be at HEABC's sole discretion and presented as part of a competitive total compensation package.
