Position Overview: We are seeking a highly motivated and skilled Community Planner to join our team. The Community Planner will fill the position of Community Planning Manager. The Community Planning Manager will play a pivotal role in guiding and implementing community development initiatives, land use planning, and infrastructure projects as the Community Planning Manager Position. The successful candidate will work closely with member nation leaders, stakeholders, and external partners to ensure that all planning efforts align with our cultural values, sustainability goals, and regulatory requirements. The First Nations Planning Manager will report to the VP of Operations and Professional Services and will work within an integrated team integrated team of subject matter experts in asset management, engineering, project management, and first nations housing technicians.

Key Responsibilities:

  1. Develop and implement community planning strategies, processes and initiatives that reflect the cultural, social, and economic aspirations of our community.
  2. Manage all aspects of the Planning Pilot Project. The focus of the Planning Pilot Project will be to work with and support each pilot Member Nation to develop a community driven and Nation specific First Nation Development Plans.
  3. Develop scope of work for request for proposals, participate in the evaluation proposals and award contracts related to Planning Pilot Project.
  4. Perform the role of cost manager for the Planning Pilot Project, report on progress of project and summarize any findings.
  5. Facilitate community engagement processes to gather input, feedback, and support for planning projects and initiatives.
  6. Participate in working groups with our member Nations.
  7. Conduct research, analyze data, and prepare reports to support evidence-based decision-making in community planning and development.
  8. Collaborate with internal departments, external agencies, and consultants to coordinate and manage land use planning processes, including land development, nation projects and infrastructure projects.
  9. Provide guidance and support to community members, leaders, and committees on planning matters, including regulatory compliance, land management, and environmental stewardship.
  10. Advocate for the interests of our Member Nations in external forums, consultations, and negotiations with government agencies, industry partners, and other stakeholders.
  11. Monitor and evaluate the effectiveness of planning initiatives and projects, identifying opportunities for improvement and innovation.
  12. Maintain accurate records, documentation, and archives related to community planning activities and decisions.
  13. Support capacity building and knowledge sharing within the organization, including mentoring staff, facilitating training sessions, and promoting best practices in community planning.

Qualifications:

  • Bachelor's in Urban Planning, Indigenous Studies, Environmental Science, or related field.
  • Minimum of 10 years of experience in community planning, land use management, or related roles, preferably within a First Nation or Indigenous organization.
  • Strong understanding of indigenous culture, traditions, and governance structures, with a commitment to promoting cultural preservation and revitalization.
  • Knowledge of relevant legislation, policies, and frameworks governing land use planning, environmental management, and indigenous rights, including the Indian Act, Treaty rights, and land claims agreements.
  • Excellent communication skills, with the ability to engage effectively with diverse stakeholders, build consensus, and facilitate meaningful dialogue.
  • Proficiency in data analysis, GIS software, and other planning tools and technologies.
  • Demonstrated project management skills, with the ability to plan, prioritize, and execute multiple tasks within established timelines and budgets.
  • Flexibility to work occasional evenings, weekends, and travel as required.
