Position Summary:

We are currently looking for Human Resources Supervisor for a 16 Month contract for our Head Office Location. Reporting to the Senior Director Human Resources, the Human Resources Supervisor is responsible for the bi-weekly payroll processing of two payrolls. The HR Supervisor is also the primary contact for all total rewards programs including but not limited to benefits and pension, as well as the compensation, rewards and recognition programs. The incumbent will serve as the main point of contact for employees, supporting them in all areas of benefits, pension, payroll, compensation.


Core position TASKS AND responsibilities:


Payroll:

  • Ensures timely and accurate payroll processing on a bi-weekly and ad hoc basis including completion of Canadian payments, procedures, and funding.
  • Maintain detailed records and documentation of payroll functions for audit purposes, in accordance with statutory requirements. (SOX, EHT, Pension, WSIB).
  • Reconcile and remit all Regulatory remittances in a timely fashion (i.e. EHT, WCB, CSST, MHP);
  • Balance and remit all health and welfare and union due payments in accordance to CBA's and policies (i.e. Pension, RRSP and Union Dues); Process all vendor payments as required (Garnishments, ADP Invoices etc).
  • Partners with Finance team to ensure all internal controls as recorded in monetary, audit and internal processes are adhered to.
  • Operates the implementation and development of payroll procedures and offers business proficiency in aiding the organization's decision-making process.
  • Manage and direct the end-to-end processes for the company's pay-related activities, including managing outsourced providers
  • Create scalable infrastructure for reporting and analysis requirements, and oversee payroll audits.

Benefits and Pension Administration:

  • Oversee day-to-day administration of the Canadian benefit and pension plans including adherence to plan design, plan interpretation, employee communications, etc.
  • Acts as a main point of contact for benefit and pension related inquiries and assists in resolving issues and concerns.
  • Responsible for analyzing new and/or existing plans and programs to determine market competitiveness, ease of administration and alignment with business strategy.
  • Lead the annual open enrollment process including broker and carrier marketing, plan decisions, system set-up and managing employee communications and education.
  • Develop an innovative and engaging benefits education program that extends beyond open enrollment period.
  • Manage the administration of all leaves of absence.
  • Process, approve and track all invoices for insurances coverages and benefits communicating with vendors to resolve issues as needed.
  • Maintain full documentation of DICI's benefit and pension plans, including formal plan documents, standard operating procedures, and financial reporting records.

Compensation

  • Serve as compensation leader providing guidance to business, HR, and leadership on incentive compensation, market benchmarking, salary structure design, job evaluation, and merit planning.
  • Provide counsel to HR and Hiring Managers on compensation issues related to recruiting and candidate offers and associate promotion, recognition, and retention actions.
  • Ensure compliance with all federal and provincial compensation and pay equity laws and regulations across Canada.
  • Participates in annual compensation surveys and audits survey results against DICI's wages to identify areas of opportunity and recommend changes necessary to ensure a competitive position.
  • Ensures compliance to pay equity laws and legislation.
  • Responsible for the support of DICI's salary administration process and annual incentive programs.

REQUIRED QUALIFICATIONS:

  • Post-secondary degree or diploma in Business, Human Resources, or a related discipline is preferred or equivalent experience.
  • Completion of Canadian Payroll Management Certificate Program is preferred.
  • Minimum of 4 years' payroll experience with Unionized and multi-provincial payroll processing experience
  • Working knowledge of Canadian (Federal, Provincial) employment and payroll related legislation (ESA, CRA, MRQ, Workers Compensation etc.)
  • Experience in all year end processing activities
  • Currently obtains PCP designation, working towards PLP or currently obtains PLP designation considered an asset.
  • Experience with Oracle HCM, ADP Global view and Kronos Workforce Ready considered an asset.
  • Excellent analytical and organizational skills with extensive experience providing compensation analysis, advice and direction in support of a business.
  • Practical knowledge in and experience with employee benefit plan design, practices, and strategies for health, welfare and pension/retirement plans
  • Strong attention to detail is a must.
  • Exceptional organizational and time management skills.
  • Self-starter, strong initiative.
  • Ability to ensure integrity of data and confidentiality of employee information
  • Bilingual French/English an asset
