Position Information:

This position provides leadership on land use planning and development control matters. The Planning & Development Manager is accountable for the effective coordination of land use planning, subdivision and development applications and business license processing.

Roles and Responsibilities:

Planning and Development

  1. Manage the Planning & Development department and liaise with contracted professional planning services of the City of Brooks;
  2. Provide planning and development advice and information to council;
  3. Aid in relief in the processing of development permit applications and other applications;
  4. Work with contracted professional planning services in the development and amendment of statutory planning documents, the Land Use Bylaw and all other related planning and development documents;
  5. Work in conjunction with other departments in both obtaining and providing information;
  6. Use of GIS to produce images as required.

Procurement

  1. Prepare any required request for proposal and tender documents related to planning and development and for infrastructure or other projects as required.
  2. Liaise with prospective proponents and bidders as required through the submission process.
  3. Work with and manage contracts of successful proponents and bidders through to completion of projects as required.

Additional Duties

  1. Performs other related duties as assigned.

EDUCATION AND EXPERIENCE:

  1. University Degree in Urban Planning or a related field with an emphasis on the application of Geographic Information Systems (GIS) would be an asset;
  2. Minimum of one (1) to three (3) years experience working on planning and development or similar setting;
  3. An equivalent combination of education and experience may be considered;
  4. Demonstrated effective management capabilities, including the management of personnel;
  5. Extensive knowledge of planning and development processes;
  6. Broad (but not technical)knowledge of infrastructure, including water, sewer, and storm water and how to relates to planning and development;
  7. Advanced public relations and customer service skills with a high degree of problem-solving focused on both internal and external customers;
  8. Demonstrated experience in the use of GIS;
  9. Demonstrated abilities in the procurement process as it relates to requests for proposals and tender preparation;
  10. Experience in managing contracts;
  11. Demonstrated knowledge of contract law;
  12. Class 5 Driver's License;
  13. Knowledge of the provisions of the Municipal Government Act an assent;
  14. Proficient in Microsoft Office;
  15. Experience working with AutoCAD Map and PC - based GIS applications an asset;
  16. Excellent reading, writing and verbal communications skills;
  17. Excellent organizational and time management skills;
  18. Ability to interpret policies and bylaws;
  19. Ability to work in a team and independently with limited supervision;
  20. Attention to detail with a high level of accuracy;
  21. Demonstrated ability to show initiative;
  22. Ability to maintain confidentiality regarding department and municipal matters; and
  23. Subject to a criminal record check.

Compensation & Benefits:

The City of Brooks offers a competitive salary and benefits package for this position. The regular working hours are Monday to Friday, from 8:00 am to 5:00 pm. The successful applicant will also receive a free family membership to the JBS Canada Centre during the term of employment.

A clean criminal records check and driver abstract will be required before an offer of employment is presented to the successful applicant.
