Job Description

WHAT'S THE JOB?

The Manager, IFM Solutions & Estimating, will work in collaboration with the wider SSI and Operations teams, will lead the preparation of solution development and estimation of new integrated facilities management work throughout Canada. Prepare recommendations on financial analyses, operating efficiencies, and business opportunities, development of financial proformas for Hard, Soft and Integrated FM opportunities.

  • To manage pricing response process for IFM services including all Hard and Soft Maintenance Tasks which may include: Plant Maintenance, Building Automation, Other Technology, Help Desk Services, Waste Management and Pest Control, Grounds and Landscaping, Roads and Parking Lot Services, and various Soft FM services in accordance with the RFP and client specifications.
  • Both Lead (where appropriate) and participate in the Kick-Off Meeting, weekly strategy meetings, and any formal meetings pertinent to ensuring the estimate and bid process will meet the milestone dates established

Pre-Bid

  • Developing and maintaining costing models for each business line – with support from Finance Pricing / Cost Analyst and input from Business Development
  • To work with the operational teams to govern the use of estimating models and review estimate packages to ensure accuracy and completeness.
  • Work in partnership with other areas of the business to provide a consistent approach to our operations including finance, procurement, HR. This will consist of assessing elements of the delivery and working to provide a best practice solution.
  • Complete project scope of work reviews to ensure completeness of estimates, and that all technical specifications, subcontractor scopes, and general condition items have been quantified and costed
  • Propose and approve potential bid strategies, operability requirements, and advantages or innovations to increase bidding success
  • Responsible for estimating and cost planning activities including taking ownership of and presenting the final cost plan/estimate to the operations team.
  • Contact and analyze subcontractor bids for irregularities and ensure the full scope of work is included
  • Set-up and complete estimates in company standard estimating program
  • Prepare preliminary maintenance schedules based on self-perform productivities and subcontractor input
  • Assemble all elements based on client scope of work - of an estimate including labour, material, equipment, and subcontractor pricing
  • Provide detailed labor breakdowns for each area to assist with budget creation and management of the project
  • Attend and participate in site visits, pre-bid meetings, and post-bid meetings as required

Post-Bid

  • Attend estimate approval meetings with management to review estimate details, assumptions, and risk factors
  • Analyze and propose potential strategies, advantages, or innovations for the project that could provide Dexterra with a more competitive bid
  • Participate in closing the bid including bid review meetings, etc.
  • Participate in hand over meeting with Project management team after award.

Sales and Operations Support

  • Training and teaching operations on the models produced and how to integrate benchmarks into each costing exercise.
  • Attend Strategy, Kick-Off and estimate review meetings as required
  • Ability to decide as part of a team which projects have potential for Dexterra to pursue and execute and which to decline, based on complexity, schedule, client, resources, and target market.
  • Provide leadership for the business development team on major complex projects pursuits.
  • Develop coaching and mentoring skills with the Finance and Operations team throughout all aspects of the estimating process
  • Reviewing project to develop a win strategy
  • Ability to critically review request for proposals, Scopes of Work, estimates, proposals, and both external and internal information to enable best decisions to be made in consultation with management.
  • In conjunction with the Operations or Sales lead communicate with client to gather information, clarify specifications, wording, etc.

Other Key Responsibilities

  • A full understanding of the commercial implications of design, maintenance and lifecycle decisions.
  • Take full accountability as the main point of contact for work winning IFM Bid Price response This includes all service delivery solutions, labour and equipment maintenance strategies and associated task lists/work instructions.
  • Participate with the SSI group to develop ongoing IFM opportunities driving cost efficiencies through a proactive approach, best practice and continuous improvement across all hard and soft FM service lines
  • Seek opportunities to improve services and cost effective ways of working.
  • To interact with all internal teams to discharge the consistent, effective and efficient delivery of planned and reactive tasks and in doing so, support best practice.
  • Responsible for ensuring statutory and legislative compliance of relevant equipment within the operation
Qualifications

WHO ARE WE LOOKING FOR?

  • High school graduate and completion of a diploma training program at a college or technical school; Gold Seal Certified, LEED Accredited, and LEAN experience are all assets or extensive experience in a mechanical contracting trade (Eng or CET considered an asset) or, 3+ years' relevant Mechanical Estimating experience with strong exposure across organizing and preparing cost estimates and proposals for IFM projects.
  • Ability to understand, utilize, and communicate specialized and technical information in speech and written text
  • Advanced degree of aptitude in comprehending tender documents, specifications, and drawings, with an understanding of contractual requirements
  • Works effectively in a team environment
  • Produce detailed estimates, and or proposal development for opportunities.
  • Excellent verbal and written communication, time management, and multi-tasking to prioritize workload and stay on top of things as project demands increase
  • Self-motivated with a strong willingness and ability to learn and be challenged
  • Computer skills and knowledge of Microsoft Office (Word, Outlook, Excel, Powerpoint, Teams, Access, Project)
  • Knowledge in H.V.A.C. or mechanical systems is an asset.
  • Experience with pricing platforms, systems and programs.
  • Eligible to work in Canada
  • Membership of Relevant Professional Organizations such as the Canadian Institute of Quantity Surveyors (CIQS); The Royal Institution of Chartered Surveyors (RICS); and/or Association for the Advancement of Cost Engineering (AACE) is an asset
  • Reliability clearance with the Government of Canada is an asset but not essential
