The PLAA & Interface Leader is a senior engineering leadership role responsible for providing technical oversight and integration of Permits, Licenses, Approvals, and Agreements (PLAAs), regulatory requirements, utility and railway interfaces, and third-party obligations throughout the lifecycle of the Green Line LRT program. The role applies professional engineering judgment to ensure that regulatory, environmental, operational, safety, and partner requirements are identified early, incorporated into engineering design and construction strategies, and managed in a manner that protects project scope, schedule, budget, quality, compliance, and long-term asset performance. Primary Duties include:

  • Lead planning, acquisition, coordination, tracking, maintenance, and close-out of permits, licenses, approvals, and agreements required for LRT design, construction, testing, commissioning, and handover.
  • Develop and maintain PLAA registers, approval trackers, submission logs, comment-response records, approval conditions, and close-out documentation.
  • Develop, implement, and maintain interface management processes, procedures, registers, escalation pathways, and reporting tools for technical, construction, utility, railway, municipal, and third-party interfaces.
  • Identify, document, assess, prioritize, and resolve interface risks and issues that could affect design completion, constructability, access, schedule, cost, safety, quality, or partner commitments.
  • Facilitate regular interface coordination meetings and workshops with internal project teams, contractors, City business units, utility owners, railway partners, regulators, developers, and other third parties.
  • Lead and support coordination with utilities, railway companies, and other third-party infrastructure owners to identify conflicts, secure approvals and agreements, and integrate relocations or protection works into project plans.
  • Oversee utility and railway-related scope, schedule, risk, design coordination, agreement requirements, construction readiness, and service continuity considerations.
  • Coordinate resolution of utility, railway, access, proximity, crossing, construction staging, and third-party infrastructure issues across design and construction phases.
  • Engage with City business units, regulators, utility owners, railways, developers, and contractors to resolve competing requirements and maintain productive working relationships.
  • Review and coordinate designs, specifications, technical reports, construction packages, and regulatory submissions to confirm approval requirements and permit conditions are understood and addressed.
  • Monitor compliance with municipal, provincial, federal, railway, utility, environmental, safety, technical, and contractual requirements relevant to PLAA and interfaces.
  • Identify regulatory, interface, technical, or third-party risks that could delay approvals, create non-compliance, trigger claims, or affect construction readiness.
  • Maintain visibility of critical PLAA, utility, railway, regulatory, and interface milestones through registers, dashboards, trackers, risk logs, and project controls coordination.
  • Participate in project risk management by identifying, assessing, mitigating, monitoring, and reporting PLAA and interface-related risks and opportunities.
  • Lead assigned PLAA, utility, regulatory, interface, permitting, or consultant resources, including work planning, priority setting, coaching, mentoring, performance input, and knowledge sharing.
  • Coordinate multidisciplinary teams and delivery partners that do not necessarily report directly to the position, using influence, facilitation, and structured issue resolution.
  • Promote a collaborative, transparent, compliance-driven culture focused on safety, accountability, timely issue resolution, and effective partner management.
  • Lead recruitment, onboarding, training, and direct supervision of PLAA team.
