Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. What will I be doing?
- Monitors in-service commissioning and maintenance programs/activities including implementing structured proactive methodologies and maintenance strategies to ensure standards are met for all Railway Corridors electrical system infrastructure, installations, improvements, and upgrades, and to reduce the probability of system failures
- Develop Metrolinx standards and maintenance procedures and implements quality assurance programs, including audit plans, to meet or exceed external governing regulatory bodies’ provisions, which includes but not limited to Canadian Standards Association (CSA) standards and guidelines, American Railway Engineering and Maintenance-of-Way Association (AREMA). along with GO Transit specifications and standards
- Coordinates the implementation of the Metrolinx Electrical Safety Program for Rail Corridors contractors and service providers and monitors compliance with program standards and provisions; reviews worker safety procedures and policies, conducts hazard and risk assessments; investigates all accidents, incidents, infrastructure failures, GO Train delays, and passenger or third party complaints and claims involving Metrolinx-owned electrical systems; conducts root cause analysis, inspections, necessary repairs, and other required corrective actions
- Manages all electrical system infrastructure capital projects and programs, including reviewing plans for proposed Capital Projects Group (CPG) projects and supporting CPG teams from an electrical maintenance perspective; develops software user requirements and specifications
- Manages infrastructure projects from “start to close-out” for new and upgraded Metrolinx owned electrical systems to meet corporate commitments. Reviews handover of newly constructed infrastructure from the Capital Programs Group (CPG) to ensure alignment with electrical maintenance programs/systems
- Develops scopes of work and initiates, prepares, and presents terms of reference and subsequent contract amendments for contract execution to govern maintenance services contractor and consultant engagements as well as maintenance of contract specifications and administration of maintenance service provider contracts
- Coordinates formal compliance audits and conducts efficiency tests; reviews electrical systems inspection records to ensure contractor compliance with established standards and best practices
- Reviews and approves completed work orders/callouts to monitor justifications for all work performed, and monitors the accuracy of material and labour charges
- Create automated tools for infrastructure performance monitoring to prevent failures, delays, accidents and other incidents. Coordinate corrective action with contractors and imposes potential liquidated damages within the maintenance contract
- Liaises with the electrical system developer and project delivery team to meet Railway Corridors’ needs and confirms that all updates function according to expectations
- Provides engineering and technical support for projects involving requirements for electrical and right of way management, rail service expansion initiatives, and third party projects
- Develops and implements standard procedures for investigating, inspecting and reporting on all applicable electrical system related accidents/incidents involving GO Trains and passengers, trespassers, road vehicles and other rail equipment to establish root causes and perform necessary repairs, inspections and analyses
- Reviews and evaluates recommendations for electrical infrastructure modifications and replacement along with energy conscious initiatives to enhance electrical system performance and prevent/mitigate losses and damages
- Monitors the electrical contract budgets to ensure that contractors stay within the confines of the contract allowances and budgets
- Completes the electrical system audit plans; develops and monitors the electrical system maintenance contract budget
What Skills and Qualifications Do I Need?
- Completion of a degree in Electrical Engineering or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated years' experience in electrical infrastructure systems design or SCADA, commissioning, and/or maintenance in an industrial or railway environment.
- This role requires the candidate to be Canadian Railway Operating Rules (CROR) qualified and Lone Worker qualified. A valid Class “G” driver’s license is required. A valid driver’s license is required to travel to various site locations and/or meetings (approximately 40% of the time). Must meet and maintain the corporate standard for a good driving record.
- Technical and project management experience in large electrical infrastructure and mechanical, Supervisory Control and Data Acquisition (SCADA) and communications projects, in an industrial or railway environment.
- Skills and experience developing and implementing quality assurance programs, planning and conducing audits; knowledge of CSA and AREMA standards, guidelines, specifications to ensure Railway Corridor electrical system infrastructure, installations, improvements, and upgrades comply with regulatory requirements.
- Experience in the development of automation tools to perform log analysis for a data driven approach to direct immediate corrective maintenance and trend analysis to direct predictive maintenance.
