Who We Are

The Ministry of Parks, Culture and Sport (PCS) works with diverse groups and communities to enhance the province's cultural, artistic, recreational, and social life. The Visitor Experiences Branch of PCS is responsible for the provincial park integrated campground management and reservation system (ICMS) and provides data intelligence and policy development to support business strategies and operations.

The Opportunity

The Visitor Experiences Branch is looking for a well-rounded professional to join us as a Senior Business Data and Policy Analyst . Based in Regina, this role plays a crucial part in shaping the future of our operations by leveraging data-driven insights, providing strategic recommendations, developing and implementing policy and process change, and managing specific park programs. This is a senior-level position where you will collaborate with cross-functional teams and senior management. The successful candidate will have a strong background in data analysis and policy development.

The Ideal Candidate

Our ideal candidate is an analytical individual with strong interpersonal and communication skills who understands the issues and opportunities related to operating provincial parks. You are someone who takes initiative and is a critical thinker, a great communicator, and a team player.

The successful candidate will have knowledge of:

  • Business analysis, tools, and techniques, including service and process improvement methodologies, tools, and processes;
  • Management of one or more comprehensive information technology system(s), including knowledge of reporting tools and databases, data collection, data cleansing, and data manipulation to provide detailed business information and recommendations;
  • Government's decision-making tools and legislative, regulatory, and policy development tools and processes; and
  • Staff and project management, and client support.

The successful candidate will have demonstrated ability to:

  • Lead business improvement activities by developing comprehensive reviews of existing services or processes, identifying future business needs, and recommending program, policy, and process changes to meet client expectations and government priorities;
  • Design and develop data analysis and reporting solutions from multiple internal and external sources, including communicating analysis results and making recommendations to senior management with meaningful business information to make well-informed decisions;
  • Leads and facilitates planning sessions with clients and senior management to identify and document business needs that require technological, operational or policy solutions;
  • Research and develop new policies and standards regarding business processes, IT application changes, and information system data changes;
  • Proactively research opportunities, system data, application systems, and business processes to apply information technology business solutions and define measures for improving the efficiency and effectiveness of ministry processes, policies, and/or enabling new services or processes to be offered to internal and external stakeholders;
  • Manage staff and provide them with daily support and technical program direction to resolve system/service delivery problems and assist clients in the effective use of their application, including responding appropriately to user concerns and requests, QA testing, developing and facilitating training and user guidance documents, and managing and escalating issues as needed;
  • Build and maintain co-operative and collaborative relationships with colleagues, team members, business clients, external stakeholders and service providers;
  • Advanced communication skills to communicate and facilitate effectively to a wide variety of technical and non-technical audiences in a clear, accurate and understandable manner; and
  • Competently use Microsoft tools (i.e. Word, Excel, PowerPoint, SharePoint, Teams, Outlook).

Typically, the knowledge for this position would be attained through a university degree in Business Administration or Computer Science, business analysis certification, or an equivalent combination of education and experience. Experience and knowledge with Jaspersoft, Microsoft Power BI, or similar reporting software would be an asset.
