How you will contribute as part of the TRCA team:

The Analyst, Financial Services & Systems provides overall financial support and analysis in support of TRCA's overall financial health, including the preparation, validation, analysis and review of financial information and systems.

Major Responsibilities:

  • Provides analytical support, guidance and advice regarding corporate financial performance, outcomes, insights, and implications to aide in optimal decision making.
  • Supports the monitoring, reporting and evaluation of projects and programs with regard to in-year expenditure and revenue variance, as compared to approved in-year budgets.
  • Advises and trains non-finance divisional stakeholders in corporate and divisional systems, tools, policies and procedures.
  • Identifies, records and monitors tangible capital assets in line with the Public Sector Accounting Standards framework applicable to TRCA.
  • Executes assigned corporate finance, accounting and year-end activities, including amortization, deferred revenue and AR reconciliation, balance sheet accounts reconciliations.
  • Monitors the operating and capital levy allocation collection from TRCA's partner municipalities.
  • Prepares financial reports and working papers for external audit purposes; this includes annual TRCA audit and other regulatory audit and review engagements
    Serves as lead for financial system development, documentation, testing, reporting, training and upgrades.
  • Documents, analyze and improve financial systems processes, workflows and business processes to maximize efficiency and improve systems users' experience.
  • Resolves financial system functionality and/or end-user issues, monitor performance levels and service level agreements of the third-party service providers.
  • Develops and delivers training to staff on navigating financial reporting.

What will you need to succeed:

Education

  • Post-secondary diploma or degree in Finance, Business Commerce, Accounting, or a related field.
  • Chartered Professional Accountant with CPA Ontario.

Experience

  • 4+ years of experience in financial analysis and systems administration.

Knowledge/Skill/Ability – Competencies

  • Proficient in Generally Accepted Accounting Principles and have a track record in supporting the implementation of significant corporate accounting initiatives.
  • Knowledge of financial systems and management controls.
  • Multi-year project financial management experience, including reporting and analysis of operating and capital budgets.
  • Advanced mathematical abilities (e.g., ratios, rates, percentages, basic geometry)
  • Able to comprehend written documentation and procedural guidelines; skilled in writing clear correspondence (concise, logical, grammatically correct)
  • Ability to use critical thinking to evaluate problems, gather information, understand causes, and identify the best possible solutions.
  • Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines.
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint; advanced MS Excel capabilities for analysis, and management of financial systems.
