*About The Position:*
The Project Manager (Employee Experience Specialist) reports to the Director HR Analytics, System, Payroll, Learning and Development, and works collaboratively, and under the guidance of Health PEI leaders and clients to manage multiple complex HR related projects across functions and departments within and outside Health PEI. Based on the LEADS philosophy, the role is responsible for proactively working with Health PEI leaders to create work environments that engage employees. The role also contributes to Health PEI's strategic objectives by developing and implementing strategies which contribute to a positive employee experience and sustainable health human resources workforce. This position will routinely deal with highly sensitive information on complex issues for the purpose of providing analysis and projections and help improve as well as create practices that better position Health PEI to develop, retain, and attract health care professionals. The role will communicate, collaborate, and participate in committees with Federal/Provincial/Territorial (FPT) counterparts and organizations regarding employee experience, human resources related projects and initiatives, and human resource planning.
*Duties will include but are not limited to:*
* Ensure large scale strategic projects are effectively managed within defined project management framework;
* Plan and designate project resources, prepare budgets, monitor progress, and keep stakeholders informed the entire way;
* Support the development of Treasury Board submissions for various HR initiatives and programs;
* Lead and facilitate LEAN Six Sigma continuous improvement sessions and imitative.
* Supervises the activities of assigned project resources and working groups, and project member changes based on the skill sets required for a project;
* Coach and build relationships with Supervisors, Managers, Directors and Executives, bcoming a trusted advisor, influencer and facilitator of change;
* Create, draft, roll-out, and support the use of branding and internal marketing type materials and resources to nurture a one health system culture;
* Track project performance using appropriate KPIs, metrics, tools, and techniques;
* Create, design, and administer ways to measure and assess engagement (for example, surveys and diagnostic tools);
* Consult with and connect with all leaders and stakeholders to identify changes to programs, processes, and technology to improve employee engagement;
* Manage, lead, and oversee learning and development as well as employee experience-based projects, Just Culture program, projects tasks, and project teams;
* dentify innovative ways to create connection and belonging amongst employees in a multi-facility, province wide, 24/7 environment using events and communications;
* Engage recruitment, staffing, and Health PEI HR in order to create a seamless and positive candidate experience from initial application through to Health PEI to orientation, onboarding, and integration into the Health PEI culture;
* Engage with leaders/managers to align talent with opportunities to contribute to the overall organizational strategy;
* Review, provide feedback to leaders and managers, as well as work to enhance the employer brand;
* Assess the impact that people practices, programs, and policies have on the employee experience.
*Minimum Qualifications:*
* Must have a university degree in a related field supplemented by human resources management experience;
* Considerable experience and training in the areas of human resource management, and organizational development required;
* Experience with of all aspects of HR management is required;
* Considerable project management experience;
* Experience with current information systems in HR;
* Experience in a multi-unionized environment providing 24/7 services is preferred;
* Requires exceptional interpersonal, collaborative, facilitation, organizational, conflict management, and project management skills;
* Excellent oral and written communication skills;
* Must be able to demonstrate experience of working in a results based environment, where accountability for outcomes was a key responsibility;
* Demonstrated proficiency with typical business software applications, specifically Oracle, PeopleSoft, as well as Microsoft Word, Excel, and PowerPoint, etc.;
* Demonstrated equivalencies will be considered
*Other Qualifications:*
* Registration with the Chartered Professional in Human Resources (CPHR) is considered an asset.
* Holding a Project Management Professional (PMP) certification is considered an asset.
* LEAN Six Sigma training and/or certification is considered an asset (or willingness to work towards LEAN Six Sigma certification in the role).
