8645BR - Senior Business Analyst
Halifax Regional Municipality is inviting applications for the permanent, full-time position of Senior Business Analyst with the Project Management Office, Information Technology. The Senior Business Analyst supplies ongoing support for the project management office (PMO) within HRM. The Senior Business Analyst is a proficient facilitator and is accountable for leading process improvement and/or re-engineering initiatives within HRM. The Senior Business Analyst is responsible for the design, development, and implementation of new or modified business processes and organizational structures which deliver a leaner and more efficient business, while maintaining and improving customer service delivery.
DUTIES AND RESPONSIBILITIES:
The Senior Business Analyst is a subject matter expert in business process improvement and/or re-engineering and continuous improvement efforts. The Senior Business Analyst will also have experience in requirements gathering and project support activities. They will work with the project team and other stakeholders from across the organization to identify and ensure solutions are designed to meet organization needs, encompassing usability and design best practices while being compliant with all relevant standards.
The Senior Business Analyst will also lead key initiatives within the PMO following a waterfall or hybrid of waterfall and agile methodology. They will lead the requirements gathering activities, perform gap analysis, manage requirements traceability, manage user acceptance testing processes, develop and/or support training, and lead small technology projects.
The Senior Business Analyst is a collaborator, working with management and staff to implement best practices and to ensure process objectives are met so the intended benefits are realized. This role is a bridge between the business and the technologists in the support of project delivery and improving business operational effectiveness and efficiency.
QUALIFICATIONS
Education and Experience:
- Undergraduate degree in Computer Science, Business Administration, Public Administration or a suitable combination of a degree with Business Analysis training and experience;
- The following levels of education or certification would be considered an asset: Masters of Business Administration, Certification in Business Analysis, ITIL Certification
- Minimum eight years' experience functioning as a senior business analyst in a private or public sector organization; experience in the implementation and delivery of projects, having participated in all aspects of the project life cycle;
- Five or more years' experience in:
- Strategic thinking and leadership with strong abilities in relationship management;
- Developing effective and efficient solutions to diverse and complex business problems;
- Interacting with senior management to document, analyze, and recommend solutions and business changes;
- Building strong relationships with stakeholders including senior management, clients, and technical staff;
- Translating business needs into technical requirements and solutions;
- Experience in service improvement, solution requirements definition, business process engineering, test plan development, and test execution; and;
- Experience with formal test management methodologies and supporting tools.
Technical/Job Specific Knowledge and Abilities:
- Extensive industry experience in business needs identification and assessment; solution delivery methodologies, tools, techniques and trends; and business case development;
- Advanced proficiency in requirements gathering and documenting; business process modelling and improvement, analysis; requirements traceability; acceptance test planning and execution;
- Working knowledge of project management and organizational change management concepts;
- Working understanding of the technical architecture components that comprise an ICT solution;
- Working knowledge of formal process improvement models or frameworks such as Lean, Six Sigma, CMMI;
- Proficiency in Microsoft Office, and diagramming tools such as MS Visio;
- Demonstrated professional ability to:
- Facilitate joint understanding between technical and non-technical resources;
- Plan own work and that of a small team and to lead small teams to successful on-time completion;
- Proficient facilitator - gather business and technical information using skills in interviewing, researching, and workshop facilitation;
- Analyze processes, requirements, test results, and business situations to recommend high-value changes and/or the best course of action;
- Make sensitive / confidential recommendations to management;
- Protect and keep private sensitive and confidential information such as proposed business strategies or process changes gained through discussion with HRM management and business case development efforts;
- Work with all levels of HRM management and staff.

SALARY: NU07 on the non-union salary scale; $76,490 to $105,170. Salary to be commensurate with experience.
