Primary Function

Reporting to the Talent Acquisition Lead, the Talent Acquisition Specialist will be responsible for the full cycle recruitment of various positions across Halifax Water. The goal is to ensure roles are filled in an efficient and timely manner with qualified employees, while creating an exceptional candidate experience. As a Talent Acquisition Specialist, you will work in conjunction with the People and Culture team members to provide expertise and hands-on support in a broad range of human resources functions including recruitment and retention, talent management, and workforce planning.

You will be responsible for, building and maintaining strong relationships with all stakeholders, and communicating and delivering various recruitment and retention programs and initiatives to the business. The Talent Acquisition Specialist plays a significant role in the development and implementation of strategic talent management plans to ensure staffing needs are being met.

Duties & Responsibilities

  • Conduct full cycle recruitment of union and non-union positions by:
    • Actively source qualified candidates in a timely and cost-effective manner
    • Ensure job descriptions and postings capture the essence of the role and are maintained on a regular basis
    • Complete initial screening of resumes and profiles and provide recommendations on short listed candidates
    • Scheduling and participating in candidate interviews with the hiring managers
  • Provide a positive employee experience by assisting new hires with the onboarding process including new hire paperwork, online training, and orientations.
  • Participate in workforce planning meetings with the business and external groups.
  • Conduct verification of required certifications and licenses
  • Participate in the development and updating of policies with respect to talent management needs.
  • Active participation on the DEI committee and/or DEI initiatives; providing assistance and support in progress of the DEI framework.
  • Create and implement end-to-end hiring processes to ensure a positive experience for candidates. Provide input to ensure that hiring panels consist of diverse, qualified members.
  • Coordinate with hiring managers to identify current and future staffing needs and candidate selection criteria including job postings, interview guides, and assessment tools.
  • Devise and implement sourcing strategies, such as an employer branding initiative, to build pipelines for potential applicants. Source applicants through online channels, such as LinkedIn and other professional networks
  • Organize and attend job fairs and recruitment events and build relationships with post-secondary institutions to build a strong candidate pipeline.
  • Responsible for the effective delivery of all recruitment tools including performance and behavioural testing and ensuring consistency in utilization.
  • Lead on-boarding sessions, focusing on an informative and welcoming experience.
  • Ensure all legislative (federal and provincial) requirements are met and keep up-to-date on all legislative issues as related to all recruitment and selection functions.
  • Maintains current knowledge of trends/developments through networking with government agencies, regulatory bodies, consultants, and other sources.
  • Contributes to a positive working environment and staff morale.
  • Performs other related duties as may be required.

Reports to: Talent Acquisition Lead
Supervises: HR Students and/or Interns

Minimum Qualifications

Education and Experience

Education:

  • A university degree in a related field (other suitable equivalent combinations of directly related formal education and experience may be considered).

Experience:

  • 3-5 years of broad related HR generalist experience with experience in talent acquisition/recruiting. Previous experience in a unionized environment would be an asset.

Other Requirements

  • Must have or be willing to obtain the CPHR (Chartered Professional in Human Resources) designation and the RPR (Registered Professional Recruiter) designation.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements

Knowledge, Skills and Abilities

  • Above average knowledge of Collective Agreements, Acts and other legislation affecting all areas of human resources.
  • Demonstrated knowledge in HR Generalist areas such as, recruitment and selection, labour relations, disability management, and workforce planning.
  • Excellent communication, interpersonal and customer service skills.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work within a team environment to accomplish organizational goals.
  • Demonstrated supervisory skills.
  • Demonstrated ability to manage change.
  • Ability to carry a heavy workload while maintaining a high degree of accuracy with confidentiality being a primary requirement.
