Build a Future at the City of Surrey.Employment StatusUnion - CUPE Local 402 - Regular Full-TimeScopeWe are currently recruiting for an Engineering Technologist to oversee the administration of the City's Soil Conservation and Protection Bylaw (the "Soil Bylaw") and to provide drainage reviews in support of land development applications.ResponsibilitiesReporting to the Drainage Manager, the successful candidate will be responsible for administering the Soil Bylaw, as well as providing technical reviews and outlining drainage requirements for land development applications. Core responsibilities include:Administer the Soil Bylaw, which includes:• Lead Soil Bylaw updates, as required; • Communicate Soil Bylaw requirements to applicants looking to obtain a soil removal, deposit or transfer permit; • Review and approve soil permit applications; • Work with Finance and Front Counter staff to obtain and release securities; • Conduct site inspections to determine compliance with the Soil Bylaw and permit requirements; • Issue compliance orders for unpermitted soil activities; • Work with Bylaws and Legal Services staff to prosecute unpermitted soil activities, by providing supporting evidence and signing affidavits; • Liaise with other external agencies, including the Agricultural Land Commission, to address and rectify unpermitted soil activities; • Prepare content and materials highlighting do's and don'ts of soil management and the importance of proper soil management in the floodplain; and • Provide assistance to Front Counter staff and the general public regarding questions on the Soil Bylaw.Review and identify drainage requirements for land development applications, which includes:• Conduct technical reviews for compliance with the City's design criteria and guiding hydrologic and hydraulic principles; • Identify drainage works required to support land development applications; and • Communicate drainage requirements to Land Development staff and development applicants. • Act as a liaison between Drainage staff and other City departments, including Planning & Development, Parks, Recreation & Culture, Finance, and Project Delivery staff, on Soil Bylaw and land development issues; and • Support Drainage staff on various other projects and initiatives as needed. Qualifications• Completion of a two (2) year diploma in a discipline of Engineering Technology relevant to the position from a recognized post-secondary institution. • A minimum of three (3) years of related experience. Related experience may include municipal planning, resource and environmental management and/or drainage utility systems. • Demonstrated record of technical knowledge, skills and abilities in the relevant areas of engineering. • An equivalent combination of training and experience may be considered. • A valid and unrestricted drivers' license.ASSETS INCLUDE:• Working knowledge of agricultural and farming practices, as well as lowland/floodplain drainage. • Working knowledge of the Provincial Agricultural Land Commission Act. • Working knowledge of hydrology and pipe hydraulics. • Demonstrated experience in stakeholder communication and conflict resolution techniques. • Experience with analytics / data management using computer software programs such as Microsoft Excel. • Working knowledge of GIS applications. • Previous geotechnical experience including interpretation of soil borehole and monitoring reports. • Previous experience working in a municipal government.Applicants under consideration will be able to demonstrate:• Effective written and oral communication skills and the ability to synthesize, summarize and convey complex information using 'easy to understand' approaches, based on audience needs. • Effective time management skills and the ability to progress multiple tasks at one time. • A strong ability to work in a team environment and commitment to excellent customer service. • A broad range of civil engineering (including drainage planning) experience and are adept at problem solving.
