OUR VISION:

POSITION SUMMARY:

Reporting directly to Lands and Taxation Manager, the Lands Permitting Officer supports activities relating to land laws; land use plans, and land surveys by issuing the appropriate permits based on the application process. Manages the permitting process – including business permits, dog licenses, development permits and building permits. The Lands Officer will also conduct site inspections and assesses compliance with Tzeachten Laws. Performs all duties and responsibilities in accordance with Ch'íyáqtel's policies, standards, practices, and procedures. Demonstrates strong cultural sensitivity with a deep respect for Ch'íyáqtel First Nation culture, traditions language and protocols.

KEY RESPONSIBILITIES:

  • Ensures that lands programs and services are administered in alignment with Ch'íyáqtel (Tzeachten) Land Code, Land Use Plans and related laws.
  • Reviews development permit applications to comply with land use plan, zoning law and Development and Subdivision Law.
  • Works with developer on all steps of development permitting process – including but not limited to environmental and archeological reports, engineering drawings, civil and structural, service agreements with City of Chilliwack.
  • Educates community members on Ch'íyáqtel land laws and land management to build awareness and support compliance.
  • Monitors compliance with leases and permits with regards to development and land use in coordination with Enforcement Officer.
  • Monitors and issues Building Permits.
  • Maintains a comprehensive tracking system and records and regulates all business located on Ch'íyáqtel First Nation including issuing annual business licenses.
  • Maintains a comprehensive tracking system and records and regulates all dog licenses located on Ch'íyáqtel First Nation including issuing annual dog licenses.
  • Updates regularly Dog Licenses with Chilliwack Animal Control and First Nations Community watch.
  • Manages the implementation and amendment of the Ch'íyáqtel Land Use Plan.
  • Manages the implementation of the Ch'íyáqtel Environmental Plan including laws drafted under the environmental management agreement, environmental assessment, and land use controls.
  • Provides maps with data from the Ch'íyáqtel Lands Inventory using ArcGIS Software.
  • Provides back-up and support to other Lands Department staff during peak periods or during vacation/leave.

QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES:

  • Post secondary diploma or degree program in Land Management, Community Planning, or related field combined with 2-3 years related experience. Or an equivalent combination of education and experience.
  • Completion or willingness to attend Approving Officers course through Local Government Management Association of BC.
  • Satisfactory Police Information Check.
  • Class 5 Driver's License and acceptable Driver's Abstract.
  • Knowledge of Ch'íyáqtel First Nation Land Code and Ch'íyáqtel land laws.
  • Familiarity with First Nation Lands and Resources programs.
  • Ability to research, analyze and interpret data.
  • Ability to exercise and model a high degree of professionalism and confidentiality.
  • Highly developed communication and interpersonal skills.
  • Strong writing skills including report writing.
  • Ability to interpret and administer laws, policies, and procedures.
  • Able to work independently with minimal day-to-day supervision as well as working within a collaborative team framework.
  • Intermediate level computer skills including Microsoft Working knowledge of Xyntax, Tax Administration Software (TAS), First nation Lands Registry System (ENLRS) and ArcGIS software.

WORKING CONDITIONS:

Work is performed primarily in an office and other community locations. Occasional travel out of town to attend meetings or training is required. Occasional evening or weekend work as required to meet organizational or community needs.
