Introduction

The Manitoba Advocate for Children and Youth is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate's statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act . The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.

Conditions of Employment:

Qualifications:

  • Certificate or diploma in office administration or an equivalent combination of education and experience.
  • Excellent working knowledge of automated management information systems and MS Office suite.
  • Excellent organizational skills including the ability to manage high volume work load with conflicting priorities and deadlines.
  • Excellent communication skills and the ability to work collaboratively within a team setting to provide exceptional service to the youth, families and communities we serve.
  • Experience providing confidential administrative support, such as the preparation of correspondence and meeting minute taking.
  • Strong ability to exercise initiative and independent judgment in determining work priorities, work methods to be employed, and action to be taken.
  • Experience dealing with highly sensitive matters where information accuracy and attention to detail is critical.
  • Knowledge of legislative and policy requirements with respect to confidentiality, and the ability to maintain the same.
  • Understanding of provincial child- and youth-serving programs and public systems, including services/systems such as child and family, youth justice, addictions, disabilities, mental health, education, and victim support, including associated regulations and standards.
  • Working knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures with respect to the provision of culturally appropriate services.

Desired Criteria:

  • Familiarity with The Advocate for Children and Youth Act.
  • Ability to communicate in one of Manitoba's Indigenous languages.

The Manitoba Advocate for Children and Youth is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work related purposes.

Duties:

The incumbent is responsible for all administrative support functions to the Advocacy Team including but not limited to; the management of the MACY-IS Database including creation of case records and duplicate records, closure of files, data entry, distribution of statistical reports, creating, formatting and distributing all official documents including letters, minutes and memos, travel bookings and scheduling.

Additionally, the Senior Clerk is responsible for providing Reception services on an as needed basis and is the first point of contact for all persons contacting the office in person, by telephone, fax or email.

While covering reception, the Senior Clerk is required to respond to and log all requests for services.All requests for service are reviewed to determine whether they fall within the MACY mandate. If within mandate, requests are entered into the MACY-IS Database and referred for Advocacy Services.Other reception duties that support the Advocacy process include; collecting background information from the Child and Family Service Information System (CFSIS) and the creation of electronic case files for use by the receiving Advocacy Officers.

It is also the responsibility of the Senior Clerk to maintain a database of community serving agencies for referral purposes as well as for the distribution of MACY reports and other materials.

The incumbent will also be responsible for promoting, facilitating and supporting the involvement of youth in the work of MACY.

Competitive process: The competition will include a board interview and a comprehensive written assessment. The successful candidate will be subject to a six (6) month probationary period.
