Position Purpose:

The Specialist, Rate Applications is responsible for the accurate and timely preparation of regulatory filings consistent with industry requirements and performs research used in support of the company's positions in rate filings. The incumbent will serve as a project manager for rate case filings to internal stakeholders to ensure they are properly informed, due dates are met, and all relevant documents are properly marked and ready for submission. This position is also responsible for the review and assessment of emerging regulatory issues and industry standards

Key Responsibilities/Accountabilities:

  • Supports the creation of rate applications and other related applications to the Ontario Energy Board ("OEB"), including responses to interrogatory questions
  • Develops financial models and prepares financial analysis in support of regulatory strategy and filings
  • Responsible for rate case database management and document control to ensure availability and recovery
  • Develops and maintains a regulatory database, determining the relevant issues needed for future research; provides research to appropriate witnesses and counsel
  • Reviews and finalizes draft testimony, data responses and other documents in rate case proceedings
  • Obtains, analyzes, and interprets Company financial and statistical data to be used in regulatory reports, filings, and studies
  • Actively participates in the development and preparation of annual budgets (load forecast), strategic plans and financial forecasts
  • Prepares and supports business-specific research on emerging regulatory rules and procedures, interprets results, and makes recommendations that align with Company policies and initiatives.
  • Develops, analyzes, revises and administers the organization's tariff schedules
  • Reviews, processes and provides analysis of staff papers and decisions from the OEB
  • Monitors industry issues and regulatory developments to proactively keep abreast of new and evolving regulations including analysis and recommendation of appropriate course of action to industry changes which best supports the organizations position
  • Remains current with new initiatives from the OEB, the IESO, the Ministry of Energy and other organizations
  • Supports the Rates and Settlements division in the preparation of all MIFRS & IFRS reporting requirements related to revenue, cost of power and regulatory results including variance analysis of actual to budget, forecast and year over year
  • Ensures compliance with legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned

Qualifications, Knowledge, Skills and Competencies:

Education & Specialized Knowledge

  • Bachelor's degree in Business Administration, Finance, Economics, Accounting or a related discipline, or the equivalent related industry experience
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Transmission System Code (as necessary), Conditions of Service, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market Rules, Electricity and Gas Inspection Act, Personal Information Protection and Electronic Documents Act, Municipal Freedom of Information and Protection of Privacy Act
  • Strong computer skills with proficiency in MS Office applications

Experience

  • Minimum 5 years' experience, preferably in finance and/or regulatory
  • Demonstrated experience building financial models and working with complex spreadsheets
  • Overall understanding of the various functions in a utility
  • Excellent problem solving skills including analytical, interpretive, evaluative and/or critical thinking
  • Excellent written and presentation skills, with the ability to organize and convey information in a compelling manner
  • Strong planning and prioritization skills to ensure multiple tasks are completed accurately and within established timelines
  • Must hold and maintain a valid class "G" driver's license
