The Ministry of Finance is responsible for oversight of government revenue, expenses, assets and liabilities. In addition to other responsibilities, Finance is the lead ministry for fiscal policy; budget development and integrity; and ensuring accountability to both the public and the Legislative Assembly for the use of public funds.

The Opportunity

The Taxation and Intergovernmental Affairs Branch provides public policy and budgetary analysis and advice in the areas of taxation and intergovernmental fiscal relations. The Branch is currently looking for an analyst who will be responsible for:

  • researching and analyzing information to provide policy advice to ministries, Treasury Board and Cabinet in respect of various provincial revenues, such as income taxes, consumption taxes, non-renewable resource royalties, environmental levies, fees and charges, and federal transfers;
  • writing briefing notes, delivering presentations, and defending policy recommendations;
  • monitoring levies imposed within the province and across Canada to ensure policy consistency and interjurisdictional competitiveness; and,
  • represent the Ministry (or support senior representatives) at interministerial and intergovernmental meetings.

Ideal Candidate

The ideal candidate is someone who is passionate about contributing to the fiscal planning process and is seeking an opportunity to influence public policy issues. You will have:

  • a sound understanding and knowledge of current public policy issues and financial management principles;
  • the ability to research and synthesize various sources of information, including data analysis, to inform policy recommendations;
  • the ability to convey complex information and strategic insights in a way that allows an audience to understand the issues and correspondingly make decisions;
  • strong written and oral communication skills, along with strong interpersonal skills and relationship building skills that allow you to work with and influence a variety of stakeholders;
  • the ability to establish and achieve objectives, often under tight timelines, which may include working some evenings/weekends during peak busy periods; and,
  • the ability to deal with confidential or sensitive issues.

Typically, the knowledge and skills required for this position would be acquired through completion of a graduate degree in fields related to public administration, finance, accounting, economics, or public policy along with related experience, or through an undergraduate degree in those fields combined with relevant experience.

Salary will be commensurate with qualifications, in the MCP.05 to MCP.08 range ($5,825 - $10,080 monthly).
