The Ministry of SaskBuilds and Procurement (SBP) provides central coordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, coordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.

The Opportunity

The Ministry of SaskBuilds and Procurement is seeking a dynamic and motivated individual to join the Health Infrastructure branch on a permanent position as a Senior Project Manager in the Capital Solutions unit.

Capital Solutions manages projects in the planning phase of work, with a focus on options analysis to identify viable solutions to complex problems in the area of health infrastructure.

The Senior Project Manager will be an innovative thinker who works collaboratively as part of a team to lead, analyze and provide advice on infrastructure projects. Reporting to the Manager of Project Delivery, the successful candidate will:

  • Work with relevant ministries, advisors, and stakeholders to lead the development of planning and business case reports on complex, often multi-owner projects (i.e., multiple ministries and/or health authorities);
  • Review and provide advice on conceptual capital options, space plans, and desktop engineering (e.g., geotechnical, environmental and traffic impact assessments) for health infrastructure projects and supporting strategic initiatives related to infrastructure planning;
  • Participate in the assessment of potential procurement models through the procurement options analysis process and support governance of infrastructure projects as required;
  • Participate in project risk assessments;
  • Review and validate project cost estimates and related financial analysis;
  • Coordinate and manage project consultants and advisors which may consist of engineering teams, architects, clinical and healthcare advisors, information management and technology experts, legal teams, financial and procurement advisors, fairness advisors, facility maintenance advisors, etc.;
  • Develop, track, and manage the approved work plan, project schedule, and project budget, including ensuring the accuracy and timeliness of client billings, including following up on and addressing any issues;
  • Create and/or participate in the preparation of Treasury Board, Cabinet, and SaskBuilds Board information and decision items, as well as create/participate in the development and delivery of stakeholder presentations; and
  • Facilitate the transition from the planning phase of work to a delivery team.

Our Ideal Candidate

The successful candidate will have:

  • Experience with reviewing infrastructure capital options, conceptual plans, costing reports, engineering and technical reports and producing business cases in collaboration with key stakeholders;
  • Ability to lead planning, business cases and pre-design work dependent on project need;
  • Proven competencies in project management principles and practices; managing the project through the entire project lifecycle;
  • Strong written and communication skills;
  • Strong quantitative and qualitative analytical and problem-solving skills with attention to detail;
  • A thorough understanding of planning and business case development requirements;
  • Extensive experience and a demonstrated ability to conceptualize, develop, monitor, adjust and implement projects, taking into consideration numerous and changing priorities, and/or resources to achieve project goals; and
  • Ability to work in a fast-paced environment on diverse projects and adapt to changing priorities.

Typically, the knowledge and skills required to be successful in this position would have been obtained through the following:

  • A de gree in business, engineering, economics, public administration/policy, social sciences, or related disciplines, supplemented with relevant work experience;
  • Three to five years of experience in project management or related fields;
  • Familiarity with project management, procurement methodologies, understanding of municipal and civil infrastructure requirements, project costing, budgeting and the procurement process would be an asset; and
  • A Master's degree and/or Project Management Professional (PMP) or related designations will be considered an asset.
