Our HSSE&Q Support Branch is looking for an OSH Specialist!

Intro
The S&T OSH Specialist will report to the Manager of HSSE&Q S&T Support within the S&T Facilities Operations Division. The focus of the S&T OSH Specialist is to support the Science & Technology organization in the protection of people, environment, and equipment from unnecessary harm. The S&T OSH Specialist will work with S&T project teams and other technical staff to help create a safe work environment, to transfer safety knowledge to staff and when necessary, provide expert advice on appropriate controls to address hazards in the workplace. The S&T OSH Specialist will support the S&T line managers and employees to implement CNL programs and procedures towards continuous improvement and excellent in HSSE&Q performance.

What will you be doing!

  • Develop hazard assessments and control plans for complex project work scopes (industrial and ergonomic hazards);
  • Participate in the Integrated Work Control Process as a subject matter expert by identifying hazards and recommending appropriate controls based on risk;
  • Support contractor safety program by a) acting as the SME in the Work Risk Review process for OSH safety issues b) coordinating efficient HSSE&Q SME review of both the Work Risk Review and all Pre-Qualification activities on behalf of S&T;
  • Provide timely/ customer service oriented, credible and expert response to field requests. Ensure systematic oversight, support, and advice to S&T operations;
  • Conduct inspections (equipment, structure, material or process) and inform management on areas identified which may cause problems/errors/defects or are not in compliance with laws and regulations governing the health and safety of individuals;
  • Participate in various OSH audit process, as a SME;
  • Follow up and investigate accidents / incidents with operations to identify causes and to recommend corrective action plans. Work may require use of Apparent Cause Analysis (ACA), Root Cause Analysis, or other cause analysis techniques such as TapRoot. Investigate regional trends, prepare reports and draft communications (ACA, RCA);
  • Document/record information: enter, transcribe, store, and/or maintain information in written or electronic form;
  • Prepare detailed reports that include incident reports, test results, observations, determined safety concerns, corrective actions and plans to resolve concerns or other;
  • As appropriate provide input to employee manuals, safety procedures and company policies;
  • Communicate and provide information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person. Support the development of bulletins and various communications;
  • Conduct periodic OSH training sessions for management, supervisors, and workers related to health and safety practices, regulatory adherence and OSH program requirements;
  • Periodically provide review & comment related to OSH program requirements, standard training material as requested by OSH Functional Support Manager; and
  • Participate and support both the Job Hazard Analysis process and it's alignment to Integrated Work Control through field walk downs, hazard identification and providing recommendations to staff to control and mitigate risks.
  • Other duties as assigned by your manager.

What we are looking for:

  • Occupational Health and Safety Certificate/Degree along with CRSP (Canadian Registered Safety Professional) designation is desired. If no designation, then must be capable and willing to obtain within a reasonable period of time; and
  • Will be required to take CNL Radiation Protection Group 3 training.
  • Minimum 5 years of safety related and relevant experience. Preference will be given to candidates with experience in research/lab, industrial and highly technical environments.
  • Strong background in Electrical Safety would be considered an asset.
  • Must possess a working level knowledge of occupational health & safety legislation relating to general research, laboratory and industrial environments;
  • Knowledge in electrical safety principles and work practices would be considered an asset;
  • Must have extensive working knowledge of specific federal (CLC) and provincial legislation (Ontario) that affects occupational health and safety within CNL;
  • Knowledge of the CNL OSH Program would be considered an asset;
  • A working knowledge of radiation protection principles would be an asset. Must be willing to undertake and successfully complete formal and on-the-job CNL Radiation Protection training relevant to this position;
  • Industrial Hygiene operating instructions and procedures;
  • Incident / Event investigation;
  • Principles and practices of customer service; and
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."
