Position Details

Context: The Community Partnerships and Homelessness Department provides research and analysis of best practices in social and transitional housing, homelessness prevention; program delivery & evaluation; coordination and development of the corporation's Strategic Planning and Annual Reporting processes; and operational plans and reports. The department supports the CEO and the Minister Responsible for Housing through the development of position papers to support the Province's involvement in Federal/ Provincial/ Territorial discussions and meetings. The department provides oversight of the corporation's eviction prevention framework and oversight and delivery of the provincial supportive living program, emergency accommodations (including shelters), as well as transition houses.

Duties: Reporting to the Director, Community, Partnerships and Homelessness this position is responsible for oversight of the Tenant Relations, Provincial Transition House and Eviction Prevention Programs. The incumbent reviews, evaluates, analyses and develops recommendations for NLHC policy related to assigned program areas. They supervise assigned staff and provide professional practice leadership to Social Worker I positions throughout the corporation. This includes ensuring that the Social Work Code of Ethics is adhered to and that documentation standards are maintained. In completing the work of the position, the incumbent works collaboratively with a variety of internal stakeholders to promote community development, strengthen key community relationships, reduce evictions, and achieve positive outcomes for a series of social/supportive housing initiatives. The position is the primarily contact and liaison to the province's ten transition houses and will lead and work in collaboration with the Transition Houses to successfully support the workplan and recommendations stemming from the Transition House Program Review. The position also conducts analysis and monitors emerging trends in the transition house program including intake, bed utilization and programming by conducting jurisdictional scans to determine interprovincial and national perspectives and best practices. The incumbent performs other related work, including preparing briefing notes and providing support for other managers within the department.

Criteria

Screening Criteria:

  1. Completion of Bachelor Degree in Social Work (Equivalencies may be considered)
  2. Active Registration with Newfoundland and Labrador Association of Social Workers (NLASW)
  3. Experience in professional Social Work Practice
  4. Supervisory experience
