Manitoba Transportation and Infrastructure is current seeking a highly motivated individual to work within the Recovery and Mitigation unit of the Emergency Management Organization. This unit is responsible for delivering programs that support meaningful recovery for Manitobans impacted by a disaster including the Disaster Financial Assistance program. The unit is also responsible for delivering programs that build local and provincial resilience from disasters through strategic disaster mitigation.

As the Director of Recovery and Mitigation, the incumbent must seek continuous improvement as the complexity of the emergency management environment grows. They must be able to coordinate with both internal and external stakeholders and resources to identify, examine and problem solve in an ever evolving environment to ensure that Manitoba is a leader in building resilience in the face of future disasters.

Qualifications:
Essential:

  • Formal post-secondary education with undergraduate degree in emergency management, public administration, business administration, management training, and/or an acceptable equivalent combination of education, training and experience may be considered.
  • Experience in Emergency Management with a focus on Disaster Recovery and Mitigation program delivery.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Executive management experience with responsibility for human and financial resources.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong financial acumen with experience in budgeting and financial management.
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs.
  • Experience in public speaking engagements including presentations to senior management and other internal and external stakeholders.
  • Experience with Microsoft Office Suite/Microsoft 365 including Word/Outlook/Excel/Power Point.

Duties:
Reporting to the Assistant Deputy Minister, the Director of Recovery and Mitigation is responsible to lead the Recovery and Mitigation unit of the Emergency Management Organization and provide advice and support to the Assistant Deputy Minister by providing strategic options, comprehensive policy advice and recommendations using internal and external expertise. The incumbent is responsible to build a respectful workplace culture that promotes diversity, learning and continuous improvement. They directly manage a team of staff to achieve service, operational and project objectives. Allocate work, support staff development, and monitor performance. They will also lead short and medium term financial, human resource and business planning for the organizational unit within allocated resources and consistent with department and divisional goals. The incumbent also manages the Disaster Financial Assistance program, as well as the Shellmouth Dam and the Red River Floodway compensation programs. They contribute to longer term planning for the division and department. They work to ensure that all branch employees understand how their work connects to division and government objectives. The incumbent also directs the management of the human and financial resources of the unit to deliver on operational and strategic mandates, ensuring the appropriate allocation of resources to maximize efficiency. They direct the preparation of authority seeking documents and/or ministerial correspondence. Establish collaborative relationships with a variety of internal and external stakeholders. The incumbent develops and implements accountability mechanisms that include evaluation, performance measures (e.g. balanced scorecards), and reporting for the Recovery and Mitigation unit. Monitor performance measures and outcomes, take corrective action where required, and report to senior leadership. They must also coordinate service and program delivery with government reporting entities, supporting alignment with government objectives, appropriate governance, and transparency in reporting outcomes and financial results.
