You will be an integral member of the HR Consulting Management team with involvement in:

  • Development and implements of sound employee relations policies and practices
  • Supports and maintenance of a positive and collaborative work environment supporting the employee/management relationships.
  • Provides mentorship to HR Client Partners and takes a senior role when necessary in handling third party dispute resolution processes or negotiating complex advising issues.
  • Build solid relationships with HEABC and unions to develop a consultative approach to actively anticipating and resolving issues and implementing required changes.
  • Advise clients in the areas of collective agreement and legislation interpretation and assist management with the grievance processes, planning for job action as well as implementing changes in response to new legislation or arbitration decisions.
  • Selects and leads the dedicated team in HR Consulting Service, including evaluating performance, mentoring, discipline or discharge of staff as required

We are looking for you as the perfect candidate to have a:

  • Bachelor's Degree in a related business or social science discipline,
  • Plus five years related experience in a leadership role in employee relations, preferably in a health care or other complex unionized setting.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

As a member of the Human Resources Management Team, is responsible for providing informed and responsive HR consulting services to an assigned portfolio, ensuring compliance with legislated requirements, consistency with various collective agreements and the Fraser Health Strategic Plan. TheLeader provides a coordinated approach to management of employee relations within the assigned portfolio consistent with the mission, goals and values of Fraser Health.

Fosters and influences relationships with managers, employees, internal and external union representatives, HEABC representatives, and representatives of other organizations.

Responsibilities

  1. Plans, develops, leads, manages and evaluates the Human Resources Consulting Service for the assigned portfolio, including: Provision of strategic consultation to clients Provision of collective agreement and legislation interpretation and advice to clients Management of the grievance processes Representation at third party dispute resolution processes Pre-bargaining Essential services planning and response to job action Implementation of changes as a result of new legislation, bargaining or arbitral decisions.
  2. In collaboration with the Director, HR Consulting develops and implements sound employee relations policies and practices for the Health Authority. Supports and maintains a positive and harmonious work environment for employee/management relationships within the assigned portfolio.
  3. Provides leadership and guidance in the development, implementation and evaluation of human resources related strategies to support the business plans of the various client groups within the portfolio, and when assigned to authority-wide projects, within the Health Authority.
  4. Liaises with representatives of HEABC and unions to develop a consultative approach to mutual problem solving, enhancing communication, proactively anticipating and resolving issues, and implementing required changes.
  5. Provides guidance to HRClient Partnersand takes a senior role when necessary in managing third party dispute resolution processes or negotiating complex consulting issues such as organization-wide change initiatives.
  6. Selects and manages the staff of the portfolio HR Consulting Service, including evaluating performance, coaching, discipline or discharge of staff as required.
  7. Participates as part of the Human Resources Leadership Team in the development of strategic plans, policies and service priorities for Human Resources Consulting Services across the Health Authority.
  8. Identifies and communicates HR Consulting Services' needs to the Director; monitors expenditures within assigned budget, analyses and reports on variances, and recommends and implements remedial action.
  9. Represents the Health Authority on committees or task groups as required.
  10. Performs other related duties as required.

Qualifications

Education and Experience

Bachelor's Degree in a related business or social science discipline, plus five years related experience in a leadership role in employee relations, preferably in a health care or other complex unionized setting or an equivalent combination of education and experience that is acceptable to the Health Authority.

  • Valid B.C. Drivers' License and use of a personal vehicle.
