About the Organization

The Nunavut Housing Corporation is an agency of the Government of Nunavut that serves the housing needs of one of the fastest-growing and youngest populations in Canada. NHC's mandate is to create, coordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, () which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

About the Opportunity

We have an exciting opportunity for a full-time Manager, Human Resources and Organizational Development to join our team in Iqaluit, Nunavut.

Reporting to the VP Finance and Corporate Services, you lead NHC's HR functions, covering strategic recruitment, training, Inuit employment initiatives, organization design, and performance management. Offering strategic planning advice, you support NHC and extend HR services to Local Housing Organizations in Nunavut.

You will oversee the Oracle Fusion Cloud leave and attendance system, conduct year-end audits, monitor overtime budgets, and manage HR project contracts for quality vendor selection. Representing NHC on HR committees, you will collaborate with GN Departments, assessing decisions within legal frameworks and strategic priorities.

More specifically, your responsibilities in this role will include, but are not limited to:

Establishing and implementing HR standards and processes for issue resolution and crisis prevention
Collaborating with leadership on critical HR challenges, providing strategic advice on legislation, policies, and agreements
Developing HR documents, consulting stakeholders for decision impact assessment, and managing staffing through collaborative job description creation and recruitment oversight
Representing NHC in liaising with Job Evaluation, overseeing advertising contracts, and advising on staffing decisions
Monitoring vacancy status, IEP progress, and competitions, ensuring compliance in employment contracts for LHO Management
Guiding senior staff on performance and employee management, coordinating training on performance management, reviews, and recognition programs
Serving as a mediator, providing advice on discipline, and managing final correspondence for NHC President/CEO
About You

To qualify, you will need a post-secondary education in a related field and five (5) years of progressive human resources management experience. A minimum of two (2) years supervisory experience in a related setting will also be essential.

Additionally, the following skills and background will be highly valued:

Experience working in the public sector
Experience in a unionized environment
Education and/or training in alternate dispute resolution
Hay Method Job Evaluations
Performance management
Human resources information systems (including Oracle Fusion Cloud)
Possession of a CHRP Designation

Fluency in more than one of Nunavut's official languages - Inuktut, English, and French - is highly desirable. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross-cultural environment are also valued assets.
