Job Summary

The Supervisor, Attendance Management is responsible for the management of attendance exceptions across Canada and execution of the process of resolving culpable and non-culpable absences, including Innocent Absenteeism. The role takes the information provided by the Crew Management Dispatchers, Supervisors, and Field Managers to settle appropriate follow-ups.

Main Responsibilities

Escalations

Identify, respond, and escalate Attendance Standards violations across regions

Communicate expectations to employees and Field Managers to achieve desired behaviour

Implement processes and controls to achieve desired results, monitor and ensure the appropriate use of employee status entries

Follow-up on previous escalations to ensure appropriate action to change employee behaviour (e.g., no action, coaching, formal investigation)

Innocent Absenteeism

Assist in the process of resolving culpable and non-culpable absences, including Innocent Absenteeism

Work closely with field management to correct behaviour and recommend appropriate response

Reporting

Support Field Managers by providing regular cadence of reporting (weekly, monthly, quarterly), including identification of trending locations and individuals

Ensure consistent use of template documentation to follow up with employees on attendance violations, including ensuring consistent wording in coaching letters

Work with Labor Relations (LR), Staff Records, Workers' Compensation, and other groups to ensure appropriate staffing of employees.

Secondary Responsibilities

Management and Planning of Train Crews

Ensure crews are called timely, accurately and lead the exceptions

Ensure all crewing operations are within the regulations and guidelines of the Railway Association of Canada and Federal Railway Act

Responsible for crew scheduling, record keeping and changing of card applications

Ensure weekly maintenance of manpower requirements (correlates to guarantees and costs)

Report crewing concerns across territory to various groups and departments (i.e. Rail Traffic Control, Transportation, Engineering, etc.)

Plan with Divisional Officers and Chief Dispatchers to ensure train crews are utilized effectively to keep Terminal and Operation fluid

Identify issues and false information to Senior Managers for investigation purposes

Prepare incident reports involving crew information to Transportation

General Leadership and Supervision of Unionized Workforce

Communicate company goals and policies to create clear understanding of direction and expectations

Conduct investigations per collective agreement and issue discipline in collaboration with function's leadership team

Develop and sustain the right employee behaviours with feedback, recognition, reinforcement and coaching

Control and uphold the attendance management process and escalate when required

Responsible for the administration of time off and leave of absence requests

Respond to Step II grievances escalated by designated Union representatives in conjunction with the Assistant Manager Crew Management Centre

Working Conditions

The role has works in an office setting with irregular hours, which includes working on weekends and holidays. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress.

Requirements

Experience

Crew Management

o Minimum 5 years of experience in Crew Management and Dispatching

Education/Certification/Designation

High School Diploma

Bachelor's Degree in Management or Logistics

Technical Skills/Knowledge

Knowledge of Crew Assignment and Timekeeping System (CATS), Structured Query Language (SQL), and Business Objectives (BO)

Advanced knowledge of Microsoft Office (Excel, PowerPoint, Word, Access)

Knowledge of Transportation collective agreements

Fluently bilingual both written and verbal (English, French)

Any knowledge for any of the above would be considered as an asset
