Job Title: Web Developer -level 2 Intermediate

Contract : 3 Years
Location: 200 Kent Street 200 rue Kent Ottawa, ON, K1A 0E6
Extension : two (2) additional one (1) -year period(s) under the same terms and conditions.
Clearance : Reliability/Secret
Role: responsible for implementing the visual and interactive elements of a website or application, ensuring an optimal user experience. Senior and Intermediate Web Developers translate design mockups into functional code and collaborate with designers and back-end developers to create seamless, responsive, and efficient interfaces. Tasks in the scope of this role could include:
- Implementing the designs and prototypes created by the UX designers;
- Ensuring that the user interface is implemented correctly and is responsive and accessible on all devices using HTML, CSS, JavaScript (Angular) and Java frameworks;
- Writing accessible code following a progressive enhancement approach;
- Using and fostering best practices for code configuration management;
- Helping evaluate the work of other team members by using peer review techniques;
- Incorporating unit and integration tests into the development process;
- Creating code that is open and re-usable by default;
- Ensuring compliance with the Canada.ca design system; 5
- Contributing to and maintaining the design system;
- Designing software which meets user needs and creates positive interactions and relationships with users;
- Building user interfaces that meet industry best practices for usability and accessibility; and
- Collaborating with testers and other developers to assess accessibility of products by using different software tools, as well as manually.
Deliverables :
- Unit and integration automated test suites;
- Functional interfaces and web components that include the necessary design and accessibility specifications;
- Reusable themes, components, code and libraries; and
Code documentation whenever applicable
Mandatory Technical Criteria

Experience as Intermediate Web Developer
The Contractor must demonstrate, using Reference Project(s) that the proposed resource for Intermediate Web Developer has a minimum of sixty (60) months of experience within the past one hundred twenty (120) months of the TA request date as a Web Developer - Level 2 in accordance with the TBIPS Supply Arrangement EN32 series.
To demonstrate such experience, the Contractor must provide one (1) or more Reference Project(s) as defined in Section 1.0 of this appendix.
2.
Design Implementation
The Contractor must demonstrate using Reference Project(s) that the proposed resource for Intermediate Web Developer has a minimum of sixty (60) months of experience within the past one hundred twenty (120) months of the TA request date implementing and executing digital interface designs, including:
1. Interaction Design Implementation: Translating interaction design specifications into functional
components.
- Low-Fidelity Prototypes: Developing low-fidelity wireframes and mock-ups into interactive prototypes.
- High-Fidelity Prototypes: Converting high-fidelity wireframes and mock-ups into fully functional, responsive interfaces.
To demonstrate such experience, the Contractor must provide one (1) or more Reference Project(s) as defined in Section 1.0 of this appendix.
3.
User Interface Development
The Contractor must demonstrate using Reference Project(s) that the proposed resource for Intermediate Web Developer has a minimum of thirty-six (36) months of experience within the past one hundred twenty
(120) months of the TA request date developing user interfaces that demonstrate all of the following features:
- Responsive Design: Optimizing design and layout for various screen sizes across a range of devices to ensure the best user experience;
- Accessible Design: Incorporating features that support the use of assistive technologies and accessible formats, and
- Technical Proficiency: Utilizing HTML, CSS, JavaScript (including Angular), and Java frameworks.
To demonstrate such experience, the Contractor must provide one (1) or more Reference Project(s) as defined in Section 1.0 of this appendix.
