Position Description:

Job Title: Health & Safety Manager

Reporting Into: Overlay Operations Director, North America

Job Objective

The Health & Safety Manager is responsible for developing, implementing, and overseeing comprehensive safety protocols for the BMO Field expansion project for the FIFA World Cup 2026. This role ensures compliance with Canadian occupational health and safety regulations as well as internal company standards, drives a proactive safety culture, and provides expert guidance to both internal teams and external stakeholders throughout all project phases.

Key Responsibilities

Safety Culture, Education & Leadership

  • Drive a safe workplace culture through ongoing education, training, and promotion of positive behavioral safety practices.
  • Act as a resource for independent safety management advice to both internal teams and external contractors.
  • Demonstrate visible commitment to health and safety values, policies, and management systems.
  • Engage in continuous professional development to remain current with safety rules, regulations, and best practices.
  • Promote and support safety initiatives designed to enhance engagement and education among staff.

Compliance, Documentation & Reporting

  • Develop, update, and enforce comprehensive safety policies, emergency response procedures, and quality management plans in compliance with Canadian standards (including CSA) and local regulations.
  • Ensure all safety documentation-including checklists, meeting agendas, incident reports, and certifications-is accurate, complete, and approved before distribution.
  • Verify that all insurances, qualifications, and certifications for staff and suppliers are valid and up to date
  • Maintain and organize all safety documentation, ensuring that records are readily available for audits and regulatory inspections.
  • Prepare and present detailed safety performance reports to senior management, highlighting risks and recommending appropriate control measures.
  • Enforce incident reporting procedures for everything from near misses to notifiable incidents, and follow through with thorough investigations and corrective actions.

Risk Management & Hazard Mitigation

  • Identify, assess, and resolve hazards as they arise by recommending and implementing effective risk control measures.
  • Conduct regular workplace inspections, safety audits, and site-specific risk assessments.
  • Collaborate with internal teams, site supervisors, and external agencies to proactively manage risks and ensure a safe working environment.
  • Support and advise on incident investigations, ensuring that corrective actions are properly implemented and documented.

Project-Specific Safety Management

  • Perform an initial analysis of the project's health and safety profile to identify key risks and develop a prioritized mitigation strategy.
  • Work closely with internal and external stakeholders-including Overlay and Operations teams-to ensure that all phases (pre-install, install, and dismantle) adhere to safety regulations and project-specific requirements.
  • Provide expert advice on safety matters, including risk prioritization, risk control, supplier vetting, and roles/responsibilities for site managers, staff, contractors, and venue management.
  • Create, review, and sign off on site safety documentation to ensure all personnel are informed of new processes or process breaches.
  • Deliver general and site-specific safety training, including inductions, briefings, and refresher courses (both remote and face-to-face), and conduct regular safety audits and briefings.

Compliance & Continuous Improvement

  • Assist in the implementation and ongoing refinement of quality management plans and internal safety procedures.
  • Support staff education on new safety processes or process breaches, ensuring that internal templates and forms are maintained and updated.
  • Proactively identify areas for improvement to prevent process failures and enhance overall safety performance.

Team Collaboration & Communication

  • Communicate safety updates, concerns, and key information in a timely, professional, and transparent manner.
  • Build strong relationships with internal teams, external vendors, and regulatory bodies to ensure collaborative resolution of safety issues.
  • Encourage open feedback, support team members, and address concerns professionally to ensure continuous improvement.
  • Act in the best interests of the business, understanding that every decision impacts overall performance and client satisfaction.

Required Skills / Abilities:

  • In-depth knowledge of Canadian occupational health and safety legislation, CSA standards, and industry best practices.
  • Proven ability to conduct risk assessments, safety audits, and incident investigations.
  • Strong leadership and influence skills, with the ability to educate, motivate, and generate trust among team members and external stakeholders.
  • Excellent analytical, critical thinking, and problem-solving abilities with a strong attention to detail.
  • Proficiency in health and safety management software and recordkeeping tools.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively under pressure and manage multiple priorities in a dynamic environment.

Education and Experience

  • Bachelor's degree in Occupational Health and Safety, Environmental Health, or a related field.
  • Minimum of 5 years of experience in health and safety management, preferably within construction, events, or overlay projects.
  • Recognized safety management qualification with accredited membership in a Health and Safety or Risk Management professional body (e.g., CRSP or equivalent).
  • Practical on-site experience as a Safety Manager or Site Supervisor, with robust knowledge of construction or temporary overlay installation processes.
  • Experience in the events sector is highly desirable.

Working Arrangements:

AES Canada is based in downtown Toronto and will actively encourage employees to be office-based, but flexible working arrangements can be made. However, candidates must be available to work on-site from November 2025 to July 2026 with limited alternative arrangements. The role may require extended hours and weekend work during critical project phases.
