Interim Director, Program Development

Reports To: Vice President, Strategic Corporate Planning

Duration: 12 Months

Location: GTA, ON

100% virtual

Our client is a leading Canadian higher education institution, they are seeking a dynamic and experienced program development professional to lead the process to add critical new programs to the 2026/2027 offering. This role will be instrumental in shaping the institution's academic portfolio by leading the development of new programs from concept through to approval. The position is primarily remote, with an initial on-site presence required for onboarding and integration. The ideal candidate will bring strategic insight, regulatory expertise, and a collaborative mindset to support the institution's mission of delivering innovative and responsive education.

Key Accountabilities:

  • Lead the program development process for new academic offerings.
  • Oversee the program development pipeline, ensuring timely progress and documentation.
  • Manage and allocate resources for multiple concurrent program development initiatives.
  • Serve as a subject matter expert on regulatory and ministry requirements, including CVS, OCQAS, and PEQAB processes.
  • Conduct feasibility assessments for new program ideas, including business case development.
  • Direct environmental scans, competitor analysis, and labour market research to inform program design.
  • Collaborate with internal stakeholders including academic teams, Registrar's Office, Finance, Marketing, Recruitment, and Facilities.
  • Organize and lead Program Advisory Committees (PACs).
  • Identify and coordinate faculty, equipment, and space requirements.
  • Oversee internal and external program approval processes.
  • Prepare and submit program applications to relevant regulatory bodies.
  • Complete ministry funding applications and degree-level PEQAB submissions.

Competencies and Requirements:

  • Proven experience in program development within a post-secondary or similar regulated environment.
  • Strong understanding of Ontario's college system is preferred, but not mandatory.
  • Familiarity with regulatory bodies such as CVS, OCQAS, and PEQAB.
  • Demonstrated ability to lead cross-functional initiatives and manage complex projects independently.
  • Experience developing business cases and conducting market research.
  • Excellent communication and stakeholder engagement skills.
