We're Systematix and we are currently seeking a skilled and experienced BUSINESS ANALYST with Government experience to join our client's Information Technology Division within the PMO. This position will play a vital role in delivering high-impact public sector projects that support cultural heritage conservation and digital modernization across Saskatchewan. This is a long-term contract, 100% on-site in Regina, SK.

The successful candidate will operate in a collaborative, multi-stakeholder environment, working closely with project managers, SMEs, vendors, and technical teams. This role is critical in advancing the replacement of a legacy heritage protection system and streamlining permit processing for archaeologists and development proponents through the Saskatchewan Account Portal.

LOCATION & WORK HOURS:

• Location: Onsite in Regina, Saskatchewan (mandatory)

• Work Hours: Monday to Friday, 8:00 AM - 5:00 PM (CST), with flexibility as needed based on project milestones

THE ROLE - Business Analyst

A detail-oriented and collaborative Business Analyst to join the PMO, supporting a specific project. The successful candidate will lead requirements gathering, process modeling, testing coordination, and stakeholder engagement to replace a legacy system that manages Saskatchewan's heritage site protection permits. The role requires a business transformation mindset and experience applying structured analysis and testing frameworks across complex, multi-partner environments.

REQUIREMENTS

Mandatory Experience:

• Minimum 7 years of business analysis experience, preferably in public sector

• Proven ability to document and analyze workflows, use cases, and both functional and non-functional requirements

• Experience acting as liaison between business and IT teams through full project lifecycle

• Must be able to work 100% onsite in Regina, Saskatchewan

Desired Experience:

• Experience supporting digital permitting systems or heritage/resource management platforms

• Skilled in documenting business cases, feasibility studies, and procurement documents (e.g., RFXs)

• Familiarity with the Government of Saskatchewan's processes or similar jurisdictional environments

• Proficiency in facilitation, stakeholder engagement, and user training across technical and non-technical audiences

• Able to coach and mentor subject matter experts and business users

• Detail-oriented, with proven analytical and documentation skills

• Strategic thinker with a commitment to improving public service delivery

DELIVERABLES

Business Analysis & Documentation:

• Document "As-Is" and "To-Be" workflows and use cases

• Define and elicit functional and non-functional requirements

• Conduct gap analyses, feasibility studies, and cost-benefit evaluations

• Translate business requirements into technical documentation for developers

Project Execution & Quality Assurance:

• Create and execute test plans, including UAT coordination

• Ensure final solutions meet business objectives and support end-user needs

• Identify risks, issues, and mitigation strategies throughout the project lifecycle

Stakeholder Engagement:

• Facilitate meetings and workshops with internal and external stakeholders

• Develop and deliver presentations, training materials, and readiness activities

• Act as liaison between technical teams, vendors, and business units

Reporting & Governance:

• Prepare and present documentation such as business cases, charters, policies, and reports

• Support clients Standards and deliverables

• Participate in consultant performance evaluations per ministry guidelines

ABOUT THE ROLE:

This is a 24-month contract position, starting July 7, 2025, located onsite in Regina, Saskatchewan, with potential extension up to an additional 24 months. The successful candidate will work directly with the PMO, supporting PCS and may be assigned to other projects as required.
