Job Description:
This role is responsible for understanding and describing the Health System and translating it into an overall architecture vision, strategy, and a set of architecture principles. This includes active communication and promotion of the vision, strategy, and principles. This role is also responsible for defining the enterprise architecture framework to avoid redundancy, to have integrated, cost-effective solutions, and to provide a common foundation for all systems, services, and infrastructure developments.
Enterprise IT Alignment and Advice:
- As part of the Refocusing Healthcare Initiative, Alberta Health is establishing a Shared Services Entity (SSE) to provide IT and corporate back-office support to newly formed healthcare agencies: Acute Care Alberta (ACA), Primary Care Alberta (PCA), Assisted Living Alberta (ALA) and Recovery Alberta (RA). The SSE will also provide IT services to Covenant Health and the acute care service delivery organization currently known as Alberta Health Services.
- To support the IT operationalization of the SSE and ensure alignment with the Alberta Health IT Operating Model, Alberta Health seeks a Senior IT Architect Consultant with extensive experience in healthcare IT architecture, governance, and transformation strategy.
- The consultant will be responsible for defining IT governance structures, developing Shared Service Contracts, supporting the development of Service Level Agreements, and providing IT architecture expertise for both new and ongoing digital health initiatives.
IT Architecture Strategy and Governance:
- Provide expert IT Architecture guidance to support the operationalization of Alberta Health's IT Operating Model within the refocused healthcare systems.
- Establish and support the IT governance structure of the SSE to ensure a smooth transition to Alberta Health's IT Operation model.
- Oversee the rationalization and alignment of IT systems between Alberta Health and SSE, ensuring seamless integration and interoperability.
- Collaborate with the Ministry of Technology and Innovation (T&I) and the SSE to review, refine, and implement an effective IT Architecture governance model.
The key initiatives of this resource will provide technical leadership and strategic advice on includes:
- Strategic alignment of health system IT assets and architecture to meet the mandate of the new re-focused health system providing health services.
- Developing architecture plans to enable health system IT interoperability across Connect Care, Netcare, Community Information Integration, and community-based Electronic Medical Records.
- Development of key architecture to support patient movement and continuity through the health system, including admissions and discharges to continuing care spaces, mental health, and addictions spaces.
- Development and advice on the architecture for the implementation of command centers to support clinical operations across the health system.
Key Responsibilities:
- Lead the development and execution of enterprise architecture strategies for Alberta's health information systems.
- Guide the planning and implementation of business and technology initiatives, ensuring alignment with health system goals and GoA strategies.
- Provide technical leadership in architecting new IT services, evaluating existing systems, and recommending improvements.
- Support integration efforts across applications, processes, and technologies in collaboration with GoA departments and external stakeholders.
- Deliver future-state architecture documentation, roadmaps, and governance frameworks to support digital health transformation.
- Stay current with industry trends in health care and technology to inform innovation and strategic planning.
- Support program delivery through stakeholder engagement, change management, and performance tracking.
Strategic Architecture Initiatives:
- Develop and maintain a comprehensive IT Architecture roadmap, operational plan, and change management strategy for the Shared Services Entity (SSE).
- Design architecture to support major enterprise platforms, including CRM, IAM, cloud infrastructure, FHIR-based integration, and enterprise integration platforms.
- Create a strategic AI architecture roadmap addressing clinical decision support, medical scribing, administrative automation, and audit capabilities.
- The Senior eHealth Enterprise Architect will work closely with stakeholders across the health sector, ensuring that architecture initiatives align with business needs, regulatory compliance, and emerging technological advancements.
Must Have:
- Bachelor's degree in computer science or related field of study.
- Experience in documenting application architectures in an enterprise IT environment equivalent in size and complexity to the Government of Alberta.
- Experience in planning, designing, implementing, and supporting platform solutions in an enterprise IT environment equivalent in size and complexity to the Government of Alberta.
- Experience leading complex (multi-stakeholder and multi-technology) projects.
- Experience working in IT within the Healthcare industry
- Experience providing strategic advice related to organizational structure, roles, and skillsets required to ensure successful delivery of public sector outcomes
- Demonstrated experience with data integration between clinical applications in the Canadian eHealth environment.
- Experience in contributing to or developing application architecture standards and guidelines.
- Experience with Fast Healthcare Interoperability Resources (FHIR)
- Experience with written and verbal communications, including specific experience in drafting strategic business and technical documentation.
