The Office of Mayor Olivia Chow is hiring a Manager of Digital Communications to lead our digital storytelling, shape our strategic approach to online engagement, and help bring the Mayor's vision to life online.
We are seeking an experienced and creative digital leader who brings strong strategic thinking, demonstrated people management skills, and a deep understanding of how digital platforms can connect residents to their city.
Reporting to the Deputy Chief of Staff, Communications , the Manager of Digital Communications will lead the Mayor's digital presence across all platforms. This includes developing and executing an integrated digital strategy, managing online content creation, and using data and analytics to shape our digital direction.
This role requires strong writing and storytelling skills, a collaborative and strategic mindset, proven skills in content and video production, and a deep understanding of how to use digital platforms to engage residents, share policy updates, and highlight the Mayor's priorities in an authentic and accessible way.
Responsibilities
- Lead the development and execution of the Mayor's digital communications strategy across all platforms including the development and tracking of Key Performance Indicators
- Manage a small team and collaborate across departments, providing guidance, coaching, and delivering high-quality content
- Plan and produce compelling, accessible, and timely content for social media, newsletters, and web
- Plan and produce high-quality video content-including live clips, short-form social videos, and storytelling pieces-that support the Mayor's priorities and connect with a wide range of audiences across platforms
- Coordinate across teams in the Mayor's Office, City of Toronto staff, and stakeholders to create and manage digital content
- Work with the Deputy Chief of Staff, Communications to develop messaging for copy and scripts in digital content
- Collaborate with policy and communications colleagues to translate complex issues into clear, engaging digital narratives
- Ensure all digital content aligns with the Mayor's values and communications goals
- Track analytics, evaluate performance, and use data to continuously improve reach and impact
- Monitor trends in digital engagement and stay up-to-date on best practices
- Oversee paid and organic strategies to expand audience engagement
- Support rapid response and crisis communications in the digital space
- Regularly update and populate the Mayor's website with engaging content
Qualifications, Skills & Experience
- 5+ years experience in digital communications, public affairs, or related fields
- Proven experience developing and executing strategic digital campaigns
- Experience managing staff or cross-functional teams in fast-paced environments
- Exceptional writing, editing, and visual storytelling skills
- Demonstrated skills in video production, including scripting, filming, editing, and optimizing for social platforms
- Proficiency with video editing software (e.g. Adobe Premiere Pro, Final Cut Pro, CapCut, or similar)
- Ability to capture high-quality video and audio content in live and controlled settings
- Deep understanding of social media platforms, their audiences, and current trends
- Strong political judgment and ability to translate complex policy into accessible content
- Skilled in using data and analytics tools to assess impact and shape strategy
- Ability to juggle multiple deadlines and work collaboratively across teams
- Experience working in a political office or government is a strong asset
- Demonstrated sound political judgment
- Experience with municipal issues, equity-focused storytelling, and Toronto's wide ranging communities is preferred
This is a full-time position based at Toronto City Hall. The role involves occasional evening and weekend work to respond to events and manage timely digital engagement.
