MaxSys Staffing & Consulting is seeking a Senior Change Management Consultant to support a high-profile transformation initiative within the Public Sector. This role focuses on guiding change management activities to enable the implementation of strategic recommendations across a complex environment.

About the Role:

You'll work closely with institutional leadership, academic stakeholders, and cross-functional teams to assess impacts, develop change management strategies, and prepare the organization for significant operational and cultural shifts.

Key Contract Details:

  • Location: Onsite in Kingston, ON
  • Duration: Contract through March 31, 2026
  • Security Clearance: Reliability (mandatory)
  • Language: Bilingual (English required; French considered an asset)

Key Responsibilities:

  • Lead the development of a Change Management Statement of Work to guide future implementation contracts.
  • Conduct strategic assessments of proposed changes, analyzing impacts on governance, human resources, academic programs, infrastructure, and recruitment.
  • Develop a change readiness assessment to evaluate organizational preparedness.
  • Draft an Initial Implementation Plan outlining steps, risks, opportunities, and mitigation strategies for change adoption.
  • Provide leadership and oversight to support consultants, fostering alignment across workstreams.
  • Prepare written assessments and reports to inform executive-level decision-making.
  • Engage with senior leadership, stakeholders, and advisory bodies through regular briefings and collaborative sessions.

Must-Have Qualifications:

  • Valid Reliability Security Clearance
  • Masters Degree in a relevant field
  • Extensive experience leading change management initiatives in public sector or higher education
  • Proven track record of working within complex institutional environments involving multiple stakeholder groups
  • Strong understanding of risk assessment, change readiness, and implementation planning
  • Demonstrated ability to manage and mentor teams in a consulting environment
  • Excellent communication, facilitation, and report writing skills
