Project Manager

Overview:
Our client is a provincial crown corporation responsible for delivering utility services to the majority of businesses and residences. Our client is in need of several experienced Project Managers to join their existing Project Delivery Office to help ensure the timely and on-budget delivery of major Capital Projects associated with the new generation, capital upgrades, and decommissioning of legacy facilities.
This is an initial 3-year contract with 2 option years (5 years total) to be partially remote, but primarily on-site at the client's Regina offices, and other facilities throughout the province.

Responsibilities:
The Project Manager will manage major capital projects through the project life cycle (initiation, planning, execution, monitoring, and closure) including project monitoring, financial analysis and management, as well as appropriate reporting.
Manage projects with a multitude of considerations including, financial impacts, environmental regulations and compliance requirements, corporate reputation, safety requirements, suitability to business unit requirements, labour, flexibility for future growth and/or alternate usages;
Report to the Manager, Power Production Project Delivery Office, within the Power Production Business Unit;
Work with employees and other vendors as applicable to ensure that the combined highest quality of service is provided;
Attend regularly scheduled meetings and training programs (as required) at client facilities; and
Travel to various project locations within our client on a regular basis as necessary.
Prepare project management deliverables and reports consistent with reporting requirements;
Deliver quality projects within scope, on time, and on/under budget;
Integrate engineering and construction supervision staff in the planning and execution of project deliverables;
Meet with, engage and inform designated members of the plant operations staff, as necessary over the course of the entire project life cycle;
Assist or lead (as applicable) Asset Management group in the preparation of project authorization documents;
Manage internal and external permitting and authorization issues associated with assigned projects;
Review progress claims for the purpose of recommending and/or approving progress payments;
Arrange for all necessary field-testing of material and construction works;
Arrange for all detailed final inspections, liaison, and other assistance required to expedite the acceptance and takeover of the work by field operations;
Facilitate project meetings;
Lead and or participate in the development of RFQs and/or RFPs for the acquisition of services, equipment, and materials;
Lead and/or manage contract negotiations with vendors as necessary;
In consultation with other project team members, ensure that the construction work is in compliance with Occupational Health and Safety Legislation;
In consultation with the other project team members, ensure that supply vendors and construction contractors adhere to their contractual obligations including quality control requirements;
Develop and execute project management plans that are suitable for the assigned work. The Project Manager shall support the reporting and forecasting methods in place at. This shall be accomplished by working closely with Project Control Specialists to monitor, forecast and plan work associated with assigned projects, including resource management. Forecasting and detailed planning of assigned projects shall be the joint responsibility of the Project Manager and the Project Control Specialist;
Ensure that any managerial tasks necessary for the success of a project are included in the project management plan;
Liaise with other business divisions;
Effectively manage projects through its full life cycle use SAP, including Project Systems, Work Management, Plant Maintenance, Materials Management or other modules as necessary;
Effectively plan, establish, and execute contract management and administration in accordance with processes and methodology from pre-award through to contract closure. This shall include managing contract creation, execution, and analysis to maximize operational and financial performance at an organization, all while reducing financial risk; and
where they exist, manage, and implement processes and methodology for:
Reporting;
Preparing management strategies and presentations;
Contract administration; and
Project management leadership.

Qualifications:
The Project Manager shall have experience in most of the following areas:
Experience as the Project Manager, Principal Engineering or Sr. Associate Engineer in leading multidisciplinary projects for heavy industry;
Project management experience that includes all aspects of the project life cycle, including initiation, planning, execution, monitoring and control, and closure;
The Project Manager should have a proven record of accomplishment that demonstrates project successes, multi-tasking ability, and overall high level of performance in managing multidisciplinary projects;
Experience in design and/or construction management and/or commissioning related to power generation facilities or heavy industry projects; and
Project experience in a variety of generating station types, including coal-fired, gas-fired, hydroelectric, and wind.
It is preferred that the Project Manager hold a Bachelor's Degree or a Bachelor of Science Degree in one or more of the following engineering disciplines;
Mechanical Engineering, and/or Industrial Systems Engineering
Electrical, Electronics, and/or Electrical/Controls Engineering
Civil Engineering, Structural Engineering and/or Geo-Technical Engineering
PMP designation is preferred
