Job Description

The Winnipeg Regional Health Authority is seeking applications for the position of Chief Medical Officer (CMO), Concordia Hospital (CH).

The WRHA is responsible for providing health care to more than 700,000 people living in the City of Winnipeg as well as the surrounding municipalities and Churchill located in northern Manitoba. The WRHA also provides health care support and specialty referral services to Manitobans outside its boundaries as well as residents of Northern Ontario and Nunavut.

Concordia Hospital serves the northeast area of Winnipeg with over 1,100 staff and volunteers. The hospital's Urgent Care Centre provides care for non-life-threatening health concerns. The Family Medicine Program provides medical care to medical patients and is supported by physicians that provide primary care in the community. The hospital also specializes in orthopedic services, with a robust elective joint replacement program and ortho trauma call for the province.

The CMO shall be accountable to the President & Chief Operating Officer, Concordia Hospital or delegate in the provision of services and to the Chief Medical Officer, WRHA in respect to all matters related to the WRHA Medical Staff By-laws. The CMO is also considered a resource to the Concordia Hospital Board of Directors. Board meetings are conducted 5 times a year.

Duties and Responsibilities:

• Responsible for leadership of strategic medical management activities which contribute to the performance of the organization and promote patient flow, patient safety and quality of care.
• Committed to the integration of acute and community programs and services as well as continually improving the level of patient/client care provided.
• Ensures the highest quality of physician practice through the recruitment and retention of physicians and provides leadership and assistance in expanding the physician network and building partnerships with local fee for service physicians.
• As a member of the Executive Team provides advice on all medical and clinical/ community matters to the Chief Operating Officer and other members of the Executive Team.
• Actively supports, promotes, and demonstrates Concordia's and WRHA's mission, vision, values as well as Concordia Hospital's guiding principles and operational priorities
• Serves as member of the Concordia Hospital Integrated Clinical Program Team along with the Chief Nursing Officer. Provides leadership and direction to medical staff and Physician Program Directors at the Concordia Hospital.
• Ensures Medical Staff are aware of and comply with the Medical Staff By-laws, Rules, and Regulations of the Hospital as set out by WRHA.
• Actively promotes and monitors quality and safety measures of medical care provided by Medical Staff to patients and clients of Concordia Hospital.
• Promotes an environment where research is actively pursued and supported.
• Oversees the educational component of undergraduate and postgraduate medical trainees from the Faculty of Health Sciences, University of Manitoba at Concordia Hospital.
• Collaborates and partners with Regional Program leadership in the planning, implementation and evaluation of program and services.
• Collaborates in the recruitment, retention and evaluation of Medical Staff at Concordia Hospital.
• Acts as a liaison between MC and the Executive Team of Concordia Hospital.
• Performs other duties as assigned by the President & Chief Operating Officer.

Qualifications:

• Eligible for licensure with the College of Physicians & Surgeons of Manitoba
• Certification with the Royal College of Physicians and Surgeons of Canada or the College of Family Physicians of Canada
• Eligible for a medical staff appointment with the Winnipeg Regional Health Authority
• At least five years progressive experience in medical and healthcare administration
• Evidence of leadership ability, creativity, integrity, initiative, fiscal management and excellent communication and interpersonal skills. Demonstrated ability to build and maintain effective working relationships.
