The Board of Commissioners of Public Utilities ("the Board") is an independent, quasi-judicial regulatory body operating in the province of Newfoundland and Labrador with responsibilities related to the regulation of public utilities, automobile insurance rates, petroleum products pricing, and motor carrier licensing.
The Board's regulatory mandate requires oversight, examination and determinations in respect of various engineering and technical issues, particularly in relation to Newfoundland and Labrador Hydro and Newfoundland Power Inc.
Under the direction of the Board's Director of Regulatory Affairs, a Senior Technical Advisor will be expected to:
- Provide advisory services including research, analysis, and reports, to the Board on engineering matters related to the provision of least cost, reliable service in an environmentally responsible manner. These include but are not limited to capital expenditures, capital planning, asset performance, system and service reliability, generation planning, conservation and demand management programs, and load forecasting.
- Review and analyze applications and reports to provide advice on various engineering and technical issues relating to the Board's regulatory mandate.
- Interface with stakeholders including the regulated entities, other regulatory bodies, consultants, government officials, and the general public.
- Review and prepare briefings for the Board.
- Assist in relation to Board orders, reports, and other regulatory documents.
Education and Experience
A degree in Engineering or diploma in Engineering Technology (Electrical preferred).
The ideal candidate will have 10 years of relevant work experience in engineering in the electrical discipline, with a concentration on power systems.
Experience in a utility and/or regulatory setting is preferred.
Knowledge
A Senior Engineering Technical Advisor has an advisory role in relation to key decisions of the Board on complex subject matters. The ideal candidate will have:
- In-depth knowledge of technical and regulatory issues surrounding the utility industry.
- Specialized knowledge and expertise of electrical engineering theories, methods, techniques, practices and standards.
- Ability to understand technical engineering reports submitted by the utilities and/or engineering consultants.
- Ability to understand and interpret relevant statutes and regulations.

The ideal candidate will have:

- Ability to communicate complex subject matter clearly and concisely.
- Efficient and effective project and work process management skills.
- Ability to work independently while ensuring collaboration and information sharing within a team environment.

The Board offers an attractive compensation package that includes a competitive salary, comprehensive health and dental benefits and pension plan in line with the Government of Newfoundland and Labrador.
The salary range for this position is $98,229 to $122,787 depending on the level of the experience of the candidate in analysis and knowledge of the regulatory environment and hearing process.
