SENIOR PLANNER - HERITAGE CONSERVATION

JOB SUMMARY:
This position reports directly to the Director of Planning and Development.

This position is responsible for managing the City's Heritage Conservation Service including preparing an annual work plan outlining the City's Heritage Conservation objectives. This position works as a subject matter expert for the Heritage service and provides administrative support to the City's Heritage Conservation Board including providing advice on the City's Heritage Conservation By-laws, heritage applications and policy matters, overseeing the Local Historic Places Register and ensuring that other applicable standards and guidelines of the New Brunswick Heritage Conservation Act are met.

City of Moncton Salary and Wage Scale

EDUCATION:

  • High School graduate or GED equivalency.
  • A university degree in Architecture, Urban Design, Urban Planning or related discipline that specializes in Heritage Planning and Urban Design is required.
  • Membership in or eligibility for membership to the Canadian Association of Heritage Professionals, Royal Architectural Institute of Canada or Canadian Institute of Planners.

EXPERIENCE:

  • Candidates must possess a minimum of five (5) years of relevant experience, preferably working with larger urban centre municipalities with at least two (2) years in heritage planning and historic resource management.
  • Must have two (2) years of supervising and project management experience.
  • Knowledge and experience with staff supervision, heritage preservation and renovations, the construction industry, the architectural or engineering fields, advisory boards, and regulatory bodies is considered an asset

LANGUAGE:

  • English Essential. The ability to communicate in French is an asset, but not a requirement.

KNOWLEDGE, SKILLS & QUALIFICATIONS:

  • Knowledge of Heritage Conservation and Community Planning Act legislation, National Building Code of Canada and ability to perform legislative functions associated with Provincial Legislation.
  • Strong theoretical and practical understanding of heritage conservation, urban design, and community planning principles, methods and procedures is demonstrated.
  • Experience with Conservation Decision Making processes including the process to designate historic buildings and places.
  • Possess building knowledge of heritage building envelopes, facades and materials, including conservation treatments to buildings that assist with preservation, rehabilitation and restoration.
  • Familiar with Canada's Historic Places Standards and Guidelines for the Conservation of Historic Places in Canada.
  • Understanding of the Urban Planning Department's policies, priorities, processes and procedures is demonstrated.

CONTACT:

  • This position will have significant impact on the image of the department and will have frequent contact with internal and external customers. Requires courtesy and diplomacy for exchanging information through calls from the general public, members of council, civic administration, media, heads of agencies, commissions, and local or national organizations. This position requires a high degree of discretion as matters of a confidential nature are dealt with regularly.
  • Requires behavioural characteristics that reflect the best interest of the corporation and the community at large.
  • Must use judgment and a high degree of customer service skills in dealing with contacts.

SUPERVISION:

  • Ability to instruct and supervise junior planning staff relevant to the assigned work program.
  • Can provide some supervision to urban planning, technical planning and other support staff.
  • Must be able to work with minimal supervision and make decisions that reflect the established objectives of the department. Also requires initiative or ingenuity to resolve frequent minor problems in situations not always covered by established practices, procedures or policies.

CONDITIONS OF WORK:

  • All employees must comply with Council and Corporate adopted policies. (i.e. Attendance Management, Respectful Workplace and Health and Safety).
  • Normal working hours shall prevail, under agreeable working conditions in an office environment. This position will be frequently be required to work beyond the normal workday to attend regular public Council meetings, attend Heritage Conservation Board, Planning Advisory Committee, Downtown Development and Revitalization Committee meetings, as well to process Heritage Conservation and Grant applications in a timely manner to meet specific deadlines, deliver public presentations, facilitate public hearings and public consultation on municipal planning matters.
  • Frequently required to attend evening meetings and make public presentations.
