SUMMARY
Reporting to the Deputy Chief Administrative Officer, Organizational Services, the incumbent plays a corporate, cross-functional role aimed at developing and strengthening the City of Dieppe's capacity to improve its practices, deliver corporate projects, measure its performance and achieve its strategic priorities.
The Director of Municipal Performance establishes and leads an integrated department encompassing organizational transformation, corporate project management, change management, process optimization, continuous improvement-particularly through the "Amélioration Dieppe" program-as well as performance measurement and accountability mechanisms.
Working with the Deputy Chief Administrative Officer, departments and managers, the incumbent serves as a strategic and operational partner. The incumbent translates strategic directions into concrete action, supports their implementation and helps embed a structured, engaging and results-oriented organizational culture.
RESPONSIBILITIES
Organizational performance and decision-making support
- Design, implement and continuously improve an integrated municipal performance management system
- Develop performance management methodologies and monitoring tools, as well as indicators for measuring results
- Analyze organizational data, interpret results and prepare strategic reports to support decision-making
- Make recommendations to improve performance and organizational efficiency and achieve strategic objectives
- Monitor organizational performance, assess progress and recommend required adjustments
- Embed an organizational culture focused on results, accountability, continuous improvement and evidence-based decision-making
Strategic planning
- Support senior management in implementing, monitoring and continuously developing strategic planning
- Coordinate the strategic planning cycle, including annual planning, periodic reviews and accountability mechanisms
- Ensure organizational initiatives are aligned with the City's strategic directions and objectives
- Advise departments to ensure their action plans, projects and priorities are aligned with the City's strategic plan
- Identify gaps, interdependencies, risks and capacity issues, and recommend required adjustments
- Prepare strategic reports, when required, for senior management, City Council and the public, including progress reports issued twice a year
Organizational transformation, corporate projects and organizational change
- Lead the delivery of corporate and cross-functional projects, ensuring their planning, coordination and monitoring, the application of their governance mechanisms and the achievement of expected results
- Define and clarify the objectives, deliverables, timelines, roles, responsibilities, risks, interdependencies and expected benefits of corporate projects
- Implement and continuously improve project management approaches suited to the municipal context
- Assess the human, organizational, operational and technological impacts of transformation projects, as well as organizational capacity issues
- Anticipate resistance and risks related to buy-in, and recommend the measures required to secure that buy-in
- Develop and implement integrated change management, communication, training and support strategies
- Support departments and managers in fulfilling their roles as change leaders in order to foster smooth and sustainable transitions
- Ensure the sustained adoption of new practices, processes and ways of working
Continuous improvement
- Provide advisory expertise to senior management, departments and managers to support the integration of a continuous improvement culture
- Work with departments to identify and prioritize opportunities for improvement, assess needs and guide interventions based on organizational issues
- Analyze issues experienced by work teams, conduct the required assessments and make recommendations to improve processes, organizational efficiency and the City's overall performance
- Facilitate the resolution of cross-departmental issues that could hinder progress on improvement initiatives
- Conduct or coordinate performance, efficiency and cost-effectiveness audits and prepare appropriate reports and recommendations
- Ensure the continued development, governance and sustainability of the "Amélioration Dieppe" program, based on the Lean Six Sigma approach, by updating its framework, objectives, service offerings and monitoring mechanisms
- Monitor trends, emerging practices and best practices in continuous improvement and change management, and recommend their adoption
Human, financial and administrative resources
- Provide strategic management of team members, including workforce planning, skills development, performance management, occupational health and safety, and maintaining a healthy work environment, in collaboration with the Human Resources Department
- Lead, engage and support team members to foster accountability, commitment and achievement of the department's objectives
- Plan, manage and monitor the department's financial resources, including operating and capital budgets, in accordance with the City's directions and policies
- Ensure a rigorous, transparent and compliant management of administrative resources, contracts, procurement processes, agreements and funding requests
- Oversee the preparation of funding and grant applications, as well as the related reporting requirements
- Ensure optimal use of the department's human, financial and material resources, and recommend the necessary adjustments to ensure the department's performance, efficiency and sustainability
Other
- Perform any other related duties, including but not limited to those assigned by the Deputy Chief Administrative Officer
MINIMUM REQUIREMENTS
Education and certifications
- Bachelor's degree in public administration, business administration, organizational development or another relevant discipline
- An equivalent combination of education and relevant experience may be considered.
- Recognized project management certification - for example, PMP, PRINCE2 or another equivalent certification or training
- Recognized Lean facilitation certification, such as a Lean Six Sigma Black Belt, Lean Master certification or equivalent (considered an asset)
- Change management certification, such as PROSCI, Lean, Agile or another relevant recognized certification or training (considered an asset)
Experience
- Seven (7) years of relevant experience, including significant experience in management, leadership or strategic advisory roles
- Experience in strategic planning, organizational performance management, continuous improvement, process optimization, problem-solving, and corporate or cross-functional project management
- Experience in organizational transformation, change management and supporting managers (considered an asset)
- Experience in a municipal, quasi-public or public-sector organization (considered an asset)
Knowledge
- Proficiency in spoken and written French and English
- Very good knowledge of Microsoft 365, including Word, PowerPoint, Excel, Outlook, Teams and SharePoint
- In-depth knowledge of project management and change management principles, methods and tools
- Good knowledge of continuous improvement approaches, including Lean Six Sigma, Kaizen and 5S, as well as process optimization and problem-solving methods
- Good knowledge of the principles and practices of strategic planning, organizational performance management, indicator development, dashboards, and monitoring and accountability mechanisms
Skills
- Engaging leadership and the ability to exert positive strategic influence with a variety of stakeholders, with or without direct line authority
- Strong ability to coordinate, manage projects and change, and ensure strategic alignment
- Strong analytical, synthesis and problem-solving skills, including the ability to interpret quantitative and qualitative data and formulate strategic recommendations
- Excellent communication, collaboration and negotiation skills, and the ability to communicate complex information clearly to diverse audiences, including decision-making bodies
- Ability to quickly become familiar with ongoing files and projects, structure their progress and mobilize the parties involved toward achieving results
- Ability to manage multiple files simultaneously, set priorities and work effectively in contexts of ambiguity, change or limited resources
- Ability to support managers and teams through organizational transformation and evolving practices

WORK SCHEDULE
- Thirty-five (35) hours per week
- Work outside regular office hours, including evenings and weekends, as required
COMPENSATION
- In accordance with the salary scale in effect for non-unionized employees
- The incumbent also receives vacation, employer-paid benefits and a pension plan (employer/employee contributions).
