The Department of Health is seeking an individual to join the Public Health Branch as a Program Advisor.

As the Program Advisor you will:

• Research, develop, plan, monitor, and evaluate Public Health programs, policies, and legislative frameworks;
• Provide consultative expertise to support the team, leadership, and partners with health policy, promotion, prevention, and protection initiatives, using a population health framework;
• Engage in subject matter areas of population health, health promotion, and related topics, including food insecurity, the determinants of health, and health equity;
• Support the review and development of public health legislation, policies, and programs;
• Track, analyze, and compile national policy and legislative trends;
• Be accountable for stakeholder engagement and relationship management;
• Undertake knowledge translation initiatives;
• Develop and present briefing materials for senior leadership;
• Develop communications, key messages, and briefing notes;
• Represent Public Health on provincial and national committees.

• You have well-developed writing skills to prepare material where interpretation, analysis, assessment and/or creativity requiring the knowledgeable use of terminology and precise articulation of ideas or opinions is necessary to effectively communicate.
• You are adept at critical analysis and recognized for your sound judgement.
• You shine when you are able to affect change by proactively contributing fresh ideas and innovative solutions.
• You are committed to professional development and can work within a team, with minimal supervision.
• You thrive on building internal and external relationships, and you have a large network of contacts.

Essential Qualifications:

• Master's degree in Public Health, Environmental Health, Health, Public Administration, or another related field, and
• A minimum of four (4) years of policy, legislation, and/or program experience in areas impacting population health and well-being.
• OR a Bachelor's degree in Health Science, Nutrition, Environmental Health, Health, Public Administration, Law, or another related field, and
• A minimum of five (5) years of policy, legislation, and/or program experience in areas impacting population health and well-being.
• An equivalent combination of education, training and experience may be considered.
• Written and spoken competence in English and French is required. Please state your language capability on your application.

Applicants must clearly demonstrate the essential qualifications to be given further consideration. Please ensure that preferred language for assessment is identified on your resume.

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.

Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:

• Proficiency in the Core Competencies for Public Health
• Experience working in the areas of food insecurity, health equity and determinants of health
• Experience managing, implementing and evaluating Public Health programs, grants, or initiatives

Candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications, in order to be given further consideration.

Salary: $67,600 to $94,406 per annum (Pay Band 5)
