The Opportunity:

The Energy Manager will be responsible for engaging with all stakeholders involved in provincial healthcare construction. Reporting to both the Manager, Energy Management Services at EfficiencyOne and an organizational lead, the Energy Manager will provide technical support related to energy efficiency for provincial healthcare new construction and large retrofits, as well as work with third-party engineering firms and contractors to influence energy management activities within the provincial government. The Energy Manager will be accountable for contributing to capital planning and assisting with the implementation of energy efficiency projects. Furthermore, the Energy Manager will support business case development for projects and packages of projects for buildings, as well as evaluate and apply for outside funding opportunities for energy efficiency projects.

Major activities include:

  • · Impacting major capital health projects through influencing the systems delivering infrastructure.
  • · Work with stakeholders (DHW, NSH, Build NS/DPW) of new health construction projects to implement governance that will support Provincial Net Zero Legislation.
  • · Create a roadmap document that outlines the resources needed to implement projects identified by the NSHA and IWK. The roadmap should also extrapolate the resources needed to meet provincial GHG emission targets.
  • · To support this governance work, develop a guideline document that summarizes best design practices for energy efficiency in new healthcare facilities through engagement in lobbying groups and building on work completed within the NSHA.
  • · Input to policies that support energy efficiency and decarbonization.
  • · Drive investment in Energy Efficiency within Healthcare through provincial, federal, and special purpose funding avenues.
  • · Support energy-related projects of provincial interest within healthcare (alternate fuels, electrification, etc.)
  • · Provide the 'energy lens' to strategic planning for future infrastructure in NS, by demonstrating impacts in healthcare planning.
  • · Responsible for contributing to energy projects and policy planning and assisting with the implementation of energy projects as well as identifying building optimization opportunities in a portfolio of existing buildings.
  • · Responsible for involvement in Energy Management activities on both a technical, policy, and governance level for the assigned client.
  • · Involved in Project management activities (budget reviews, work orders, communications, meetings, etc.).
  • · Responsible for utilizing building automation systems and energy management information systems to track energy usage and identify energy savings opportunities.
  • · Responsible for enrolling projects in building optimization programs and developing measurement and verification plans for building optimization projects.
  • · Complete technical audits, recommend energy efficiency technologies, and prepare and assist in feasibility studies and business cases for approval.
  • · Develop an understanding of the mechanical and electrical systems within client facilities.
  • · Coordinate and administer EfficiencyOne project documentation, incentive applications, project development agreements, reports, and incentive applications.
  • · Develop an understanding of the organization's budgetary framework and procurement policies and contracts.
  • · Development and review of tender documents and Requests for Proposals (RFPs).
  • · Reporting and presentations as required by DHW and EfficiencyOne, outlining project status, energy management opportunities and achievements to date.
  • · Perform any other duties as required from time to time.

What Will Help You Succeed?

  • · A bachelor's degree in engineering or equivalent combination of education and work experience.
  • · Designation as a Certified Energy Manager (CEM), Certified Measurement and Verification Professional (CMVP), and/or Project Management Professional (PMP) would be considered an asset.
  • · Minimum of three years' experience in an engineering role, of which one year is in an energy-related role, with experience developing and implementing energy management programs and/or energy savings projects.
  • · Policy development and/or experience in working in an institutional or very large organization would be considered an asset.
  • · Demonstrated ability to interpret electrical and mechanical plans, including sequences of operations for control systems and specifications for building facilities.
  • · Experience with controls integration in commercial buildings and the analysis of data output to improve building performance is an asset.
  • · Proficient with all Microsoft Office software (Excel, Word, PowerPoint, Outlook, Teams)
  • · The ideal candidate will have strong interpersonal and time management skills, along with excellent written and oral communication skills.
  • · A valid driver's license and access to a vehicle.

What to expect in your first several weeks on the job:

In the first week, expect to:

  • · Meet with the EfficiencyOne Energy Manager and Services team
  • · Develop a high-level plan for the first 90 days in your role as an Energy Manager; and
  • · Be prepared to read! EfficiencyOne Energy Manager service manual, business program manuals, protocols on measurement and verification, energy auditing guidelines, example reports from Senior Energy Managers, and examples of other organizations' energy management plans. Ensuring you are familiar with both technical resources and reference material is critical to executing your short-term plan on-site.

In the first month, expect to:

  • · Become familiar with the people and organizations within the sector. Organizational awareness includes understanding people who influence projects and being familiar with the facilities and processes (e.g., procurement, budget planning, etc.).
  • · Review ISO 50001 – Energy Management Systems and apply it to your present and future planning.
  • · Meet with Efficiency NS Program Managers to get a better understanding of project incentives and program processes.
  • · Meet with EfficiencyOne Managers with the Energy Management Service to bounce ideas around on strategies and tactics that will increase your influence and positive impact on the account organization; and
  • · Meet with the consultant network to explore their services that could be beneficial for your account.

In the first three months, expect to:

  • · Establish monitoring, tracking, and reporting for your account. Critical for Efficiency NS and for creating visibility within your accounts.
  • · On-site energy audits – identify technologies and efficiency solutions.
  • · Create business cases for projects working with contractors, consultants, and account staff.
  • · Build a master list of energy efficiency measures; and
  • · Develop a framework for your account's Energy Management Plan, which is a living document. This plan is a roadmap for your work as an Energy Manager and the organizations on their path toward corporate / government environmental and economic targets.
