Title: Emergency Management Advisor, Recovery

In this role, you will:

Responsibility 1: Project Coordination and Reporting

• Coordinate the various components and activities of recovery projects.
• Develop work plans and set timelines for assigned projects.
• Track assigned projects on a monthly and quarterly basis, including with a project progress dashboard.
• In collaboration with Finance, monitor project budgets and maintain a financial dashboard.
• Facilitate team meetings and take part in coordination meetings as needed.
• Where applicable, supervise, train, coach, and support employees and volunteers reporting to you.
• Represent the Canadian Red Cross - Quebec Division (CRC Quebec) within working groups.
• Write reports covering project expertise, analysis, statistics, accountability, and closeout.

Responsibility 2: Content Development and Advisory Role

• Develop, write, and maintain the documentation and tools needed for recovery projects.
• Organize pilot projects and assess their results.
• Prepare and deliver presentations.
• Support staff who facilitate and supervise volunteer teams.
• Plan and carry out recovery-related projects and activities with the public, organizations, and municipalities.
• Keep current on recovery literature.
• Work with relevant departments to develop guidelines, workshops, tools, and presentations on recovery.
• Advise organizations and municipalities looking to develop their own recovery projects.
• Uphold service quality and ensure compliance with Canadian Red Cross and provincial standards and procedures.

Responsibility 3: Collaboration, Consultation, and Partnerships

• Work with internal and external partners to identify needs, development priorities, and content requirements.
• Facilitate working committees, workshops, and meetings with internal and external partners and the public.
• Maintain relationships with government, municipal, philanthropic and community partners.
• Represent CRC Quebec to external and internal partners.

Responsibility 4: Disaster Response

• Work with emergency management program teams to develop and implement emergency-readiness plans.
• Respond, as needed, to major disasters and large-scale emergencies across Canada.
• Support delivery of Canadian Red Cross services to people affected by disaster.
• Implement and regularly update components of the Red Cross assistance program to meet participants' needs.
• Liaise with other assistance providers to help ensure needs are fully covered.
• Ensure service delivery meets established standards and procedures.
• Liaise with partners to optimize service delivery.
• Take on-call shifts as needed.
• Take part in operational debrief sessions.
• Contribute to recovery program implementation.

What we are looking for:

• University degree or an equivalent combination of education and experience.
• At least two (2) years of relevant, recognized experience in project management.
• Applied knowledge of emergency preparedness, particularly recovery.
• Experience working with partners from diverse backgrounds.
• Experience in a volunteer setting is an asset.
• Hold a valid driver's licence with a satisfactory driving record.
• Excellent computer skills, including the Microsoft Office suite (Word, Excel, PowerPoint).
• Strong verbal and written communication skills.
• Proficiency in French is required; English is an asset.

Working Conditions:

• Most of the work is performed remotely or in an office environment. Some travel may be required.
• May be required to be on call according to an established schedule.
• May be required to respond in disaster areas, in difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients) that may have physical and psychological impacts.
• May have to stay in rudimentary accommodations.
• Possibility of working during non-traditional hours (i.e., evenings and weekends) and working long hours in a challenging context.
• May be deployed anywhere across the assigned territory, as required.
